Leidos is seeking a full-time Program Management Analyst to join its F-16 Aircraft Structural Integrity Program (ASIP) support team.
Candidate will primarily support F-16 ASIP Engineering personnel in numerous program and financial tasks, including, but not limited to: Supporting the Government ASIP Manager by formulating cost share agreements for Foreign Military Sale (FMS) countries, writing, and submitting funding documents (Purchase Requests, Military Interdepartmental Purchase Requests, Project Orders, etc.) as requested, tracking budget requirements, and providing financial systems support engineering change proposals submitted to the government customer. Candidate must be a self-starter with the ability to work independently with little supervision. Candidate must have excellent communication and interpersonal skills, with the ability to work effectively in a team environment and communicate directly with the customer. Candidate will interact with foreign representatives.
Responsibilities include:
Using Microsoft Excel, calculate, analyze, update, Cost Share Agreements (CSA) for all countries flying F-16 aircraft and participating in the Falcon Enterprise Program.
Write, submit, and exercise funding documents such as Purchase Request Form 9, MIPR, and AF form 185 Project Orders on behalf of the government customer.
Work with FMS Program and Financial Managers to execute FMS country funding for ASIP.
Maintain the Sustaining Engineering Budget LRDP in SPERS for the ASIP USAF Unique and ASIP USAF Cost Share requirements.
Work with government and prime aircraft contractor engineers to execute ASIP.
Understand contracting use and terms, work with government contracting personnel to execute ASIP contract.
Program management support duties as requested, including signature coordination, task coordination, and creating PowerPoint slides for the government ASIP manager.
Use of the government CaRs, CSAT, SPERS and OCM systems.
Required Education and Skills:
B.S. in Finance, Accounting, or related discipline
Minimum of 4+ years experience working in Financial Management
Understand the long line of accounting of a government fund cite
Thorough understanding of US Government financial systems
Thorough knowledge of and proficiency with Microsoft Office, including Excel
Ability to work well with Program Managers and Foreign Country Managers
U. S. Citizen; Currently possessing an active DoD Secret security clearance or ability obtain/maintain clearance upon hire.
Desired Education and Skills:
M. S. degree in Financial Accounting or similar
Understand US Government Appropriation Law
Current DoD Secret Clearance
Prior experience with US government CCaRs program, or purchase request process
Familiarity with a USAF Aircraft Structural Integrity Program
