Project Description:

Support and assist the federal staff within all CISOD organizational units. The requirement includes cybersecurity policy, assistance for Cybersecurity related missions as required meeting DHS, OCIO, and CISOD strategic plans, mission goals and objectives. Will support sub-organizational units within the CISOD which include: Policy, Business Operations, and Cybersecurity Service Delivery Branches.

Position Description:

Provide the management and functional support needed to manage all aspects of delivery of support services to the DHS OCIO regarding cybersecurity policy, assistance for Cybersecurity related missions across to support strategic plans and mission goals. Program management requirements include professional services for the integrated planning, management, Audit support, and execution of CISOD’s cybersecurity mission.

These activities include, but are not limited to: transition planning, special project planning, resource management, quality assurance, risk management, status and problem reporting, and administrative support.

Tasks:

  • Publish security policies, work with organizational management to ensure accessibility, and ensure changes to policies are promptly and formally communicated.
  • Works with a variety of stakeholders to continually improve quality solutions are provided to the client
  • Collaborates with corporate and government key stake holders to provide constructive feedback on presentations, white papers, contract deliverable documents, Standard Operating Procedures, etc.
  • Performs quality control on all deliverables
  • Resolve issues in a timely and efficient manner.
  • Program Manager related tasks
    • Assist in on-boarding new contract personnel.
    • Provide for oversite of contract personnel.
    • Provide monthly/adhoc reporting.
    • Assist in the implementation of program plans, schedules, budgets, and performance standards.
    • Coordinate and manage all aspects of the program, including technical, financial, and administrative tasks.
    • Work closely with government-site company personnel to ensure that all program objectives are met and that the program remains on schedule and within budget.
    • Act as the point of contact for all internal and external stakeholders.
    • Monitor and report on program progress and identify and resolve any issues that arise.
    • Ensure compliance with all government regulations and contract requirements.
    • Maintain a strong understanding of the latest innovation technologies and trends and identify opportunities for program growth and improvements
    • Status Reports: The contractor will provide periodic reports to the COR
    • Adhoc Reports: The contractor will render reports on an adhoc basis.

Required Skills:

  • Active Top Secret Clearance
  • PMP
  • PMP and GISP, CISM, CISSP or equivalent
  • Understanding and experience in enterprise Cyber Security Policy. Design/integrate a cyber strategy that outlines the vision, mission, and goals that align with the organization's strategic plan
  • Minimum of 7 years’ experience with the Cybersecurity industry to include policies and procedures, technical standards, and methods
  • Minimum of 5 years’ experience and accountability for the technical correctness, timeliness and quality of deliverables, and the implementation and measurement of corporate and client quality standards and methodologies.
  • Thorough understanding of Information Security Compliance requirements

  • Experience in managing or supporting Cybersecurity practices or audits within DHS.
