The Long-Range Enterprise Intelligence Surveillance and Reconnaissance (ISR) Activity (LEIA) program is seeking a C6ISR Operations Project Manager.
The purpose of the LEIA contract is to provide US Special Operations Command - Pacific (SOCPAC) and its mission partners with Command, Control, Communications, Computers, Cyber-Defense, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C6ISR) capabilities to facilitate command initiatives and missions primarily in the US Indo-Pacific Command (USINDOPACOM) AOR. These capabilities include Contractor-Owned Contractor- Operated (COCO) platforms conducting air, ground, maritime (surface and subsurface), space, and cyber ISR operations.
Leidos is a subcontractor on the LEIA contract responsible for deploying, integrating, and operating C6ISR systems into the USINDOPACOM theater of operations.

The C6ISR Operations Project Manager is responsible for providing leadership and oversight of all C6ISR operations and operations transition activities and includes capability development and support contract follow-on initiatives.
The position is responsible for ensuring the team maximizes mission results, ensures safety of personnel and equipment, and maintains accountability to U.S. government for personnel and property. For Airborne ISR systems, heavy maintenance and aircraft modifications primarily occur in Bridgewater, VA. For Maritime systems, heavy maintenance and modifications of the vessels primarily occurs in Long Beach, MS. When this occurs the Project Manager is responsible for overseeing system repair, engineering, design, modification, integration and testing of specialized ISR capabilities and subsystems. The Project Manager reports directly to the LEIA Deputy Program Manager and Transition Manager and maintains direct liaison with Government and Military representatives.
Operations occur primarily OCONUS, with fielding, sustainment, basing and flight operations occurring from various sites where the program provides ISR support.
THE CHALLENGE (primary responsibilities)
Serve as Transition Project Manager (TPM) Lead for LEIA Contract, Task 2 (Command, Control, Communications, Computers, Cyber-Defense, Combat Systems, Intelligence, Surveillance, and Reconnaissance, C6ISR) Operations
Coordinates with the Program Transition Support Team and Task Leads (Key Personnel) to plan, execute, and track transition activities, to include continuity of operations, for C6ISR Operations
Position remains on the program following transition period to manage Task 2 (C6ISR Operations)
Provide subject matter expertise for C6ISR operations and act as the liaison during information exchanges between operations, maintenance, and logistics personnel
Leads project with direct-report employees, subcontractor employees, and employees assigned from functional directors in execution of the project’s contract tasks
Day to Day activities include:
Provides oversight of Technical Direction Letters (TDLs) and coordinates with Government personnel and Agencies/Departments to ensure SOCPAC C6ISR mission objectives are met
Coordinates with appropriate SOCPAC personnel to ensure the release and acceptance of all information as it complies with the appropriate security controls and protections based on classification, technological progress, or other considerations
Responsible for working with program leaders, program staff, and contracts/subcontracts officers in managing a large Cost Plus Award Fee (CPAF) contract
Develops and presents Internal Program Reviews (IPRs)
Works with SOCPAC and supported units to identify and plan changes in areas of operation and/or new sensor and collection requirements
Gives capability briefings, coordinates action plans, and understands roles and missions of all members of SOCPAC, including civilian agencies and Partner Nations
Ensures contract-mandated performance is met and compliance with Performance Work Statement.
Manages operational systems; ensures standards and regulatory compliance are enforced
Ensures safety; provides reports and updates to Program Management Office; maintains oversight of staff and equipment; monitors and tracks systems status; assesses and mitigates risk; ensures necessary procedures are in place; assists in auditing program for compliance with Government requirements
The C6ISR Operations Project Manager shall be onsite in Hawaii at SOCPAC and/or designated operations center and travel to other CONUS and OCONUS locations as required
WHAT SETS YOU APART (basic qualifications)
Proven civilian and/or military leadership experience managing large projects/programs with diverse locations and 30+ personnel that spans organizational boundaries as well as select, recruit, mentor, train and promote key team members
Should have project experience working in positions of increasing responsibility, with substantive experience in management and supervision of ISR operations
Bachelor's degree and a minimum of five (5) years of relevant experience or a master’s degree and three (3) years of relevant experience. Additional experience may be considered in lieu of a degree
Active Top-Secret//SCI Security Clearance
Willingness to relocate and reside on Oahu, Hawaii within commuting distance of Joint Base Pearl Harbor / Hickam and Camp Smith
Possesses strong problem-solving, organizational, and verbal/written communication skills to be able to adapt communication style to suit different audiences
Proficient with Microsoft Office suite (i.e., Word, PowerPoint, Excel, Project and Outlook).
Able to obtain a passport and willing to conduct domestic and international travel
Preferred Qualifications:
Experienced in managing ISR system development, testing, deployment, operations and sustainment
Experience ensuring quality of products / systems to include meeting overhaul and modification deadlines while satisfying Defense Contract Management Agency (DCMA) compliance
Managing schedule execution and providing technical guidance for on-time aircraft/product delivery to the Government
Experienced with Microsoft Project Integrated Master Schedule (IMS)
Current PMP Certification
