Seeking a Subject Matter Expert on regional Extended Workforce (EW) Operations.
Key Responsibilities
- Manage EW Request Lifecycle through VMS
- Intake of EW request from stakeholders: collaborate with CBM and GSP Country Focal to coordinate with Hiring Manager (HM), SOW Owners for new or renewal EW request.
- Supplier communication & training: communicate with Supplier to fulfill EW Requests, and ensure compliance with Applied EW policy & VMS process requirements.
- Liaise and support On-site Office Tours & Onboarding: coordinate necessary on-site activities for the sourcing and onboarding of T&M Workers
- Resolve inquiry and issues: address inquiries and lead to resolve identified issues.
- EW forecast: collect EW spending forecast and support for Shopping Cart (SC) creation, Purchase Order (PO) balance mgmt., and budget vs. actual analysis.
- Facilitate EW invoice & payment: coordinate invoice process with Suppliers and collaborate with Finance on Supplier queries.
- Reporting & analytics: provide stakeholders with requested EW data reporting & analytics.
- Cross-functional collaboration: work with teams like HR, Legal, Finance, and IT as needed.
- Govern Back Office Operations
- Performance Metrics Governance: collaborate with Back Office to manage the SLA & KPI for regional EW operations.
- Knowledge Management (KM): update and review KM documents, e.g., Standard Operating Procedures (SOPs).
- Provide trainings to targeted internal stakeholders or Suppliers for EW process and systems.
- Conduct Open Office Hours with internal stakeholders as needed.
- Support Change Management for new EW policy, process or system changes.
- Support Regional EW Compliance
- Operationalize global EW policy (Worker classification, Temp Tenure limitation).
- Implement required controls as per regional laws/regulations and Applied policies.
- Maintain filing & documentation as per local law, regulation, and company policy requirements.
- Act as the local liaison for EW Operations, ensuring EW team is informed of local law/regulation updates or specific requirements.
- Drive Continued Improvement and Support Project
- Continuously seek opportunities to enhance and streamline regional processes for improved efficiency and effectiveness.
- Assist with global technology roll-out and regional cross-functional initiatives.
Basic Qualifications
- Bachelor’s degree or higher.
- 5+ years of hands-on experience in EW program management, business operations or functional team (e.g., HR, Legal, Finance, Procurement, IT).
- Native proficiency in Japanese, fluent in verbal and written English.
- Strong communication and interpersonal abilities.
- Proficient in Microsoft Office (Excel, PPT) and familiar with ERP systems (e.g., SAP).
Preferred Qualifications
- Expertise in compliance or regulatory functions, such as labor laws.
- Knowledge of Managed Service Provider (MSP) and Vendor Management System (VMS) models.
- Background in Program Management or familiarity with quality improvement tools like Six Sigma, Lean operations.
- Strong analytical skills, including data mining and analysis.
- Experience in semiconductor, technology or materials management industries.
