Background
The Senior Technology Functional Analyst and Project Manager is a senior-level position responsible for liaising between business (Product & Operations) and the Development & Testing teams to exchange information in a concise, logical and understandable way to document, track and deliver technology change for Agency Securities Lending Technology.
In addition, a critical element of this role includes the confidence to work with the business to understand/ define the root cause of an issue/ problem and ability to present alternative solutions.
The overall objective of this role is to work as a BA & PM in a collaborative and structured way to own definition and implementation of technology solutions to improve business performance, processes efficiency & optimization, automate heavily manual processes and strengthen the overall control framework.
Responsibilities – Deliver Consent Order book of work for ASL Tech
- Consult with business clients to determine system functional specifications and partner with multiple management teams and other units to meet organizational objectives.
- Provide in-depth and sophisticated analyses with interpretive thinking to define problems, develop innovative solutions and influence strategic functional decisions.
- Provide input during development and implementation phases, including formulation and definition of systems scope, objectives and necessary system enhancements for complex, high impact projects.
- Identify and communicate risks and impacts and propose risk mitigation options, considering business implications of the application of technology to the current business environment.
- Evaluate new IT developments and evolving business requirements and recommend appropriate systems alternatives and/or enhancements to current systems by analyzing business processes, systems, and industry standards.
- Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citi, its clients, and assets, by driving compliance with applicable laws, rules, and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
- The candidate will be responsible for contributing to continuous iterative analysis and execution of business efficiency improvement, regulatory adherence, and revenue generation projects, as well as strategic platform replacement.
- The candidate will be responsible for liaising between business users and technologists in the ASL product area, to exchange information in a concise, logical, and understandable way in coordination with the Technology team.
Qualifications
- 13 years of overall with 6 years in BA and 4+ years in Project Management experience.
- Strong Business knowledge in Agency Stock Lending/ Repo/ Collateral Management space is a must.
- Proficiency in MS Office (Word, Excel, Visio, PowerPoint) with extensive experience using Excel for data analysis.
- Experience with all phases of Software Development Life Cycle
- Comprehensive knowledge of the principles of business analysis & project management
Education
- Bachelor's degree/University degree or equivalent experience
- Master's degree preferred.

Domain Knowledge Preferred:
- ASL business involves the lending of custodial and non-custodial client assets through automated and trader driven channels, intake of cash and non-cash collateral, operations functions such as settlement and recall, and cash reinvestment. The successful applicant will ideally understand securities financing and the supporting operational and technological structures.
- Knowledge of Securities Lending specific areas such as Inventory Management, Trade Capture and Maintenance, Collateral management, Settlements, and billing
- Specific experience in Client Reporting, Post Trade Processing lifecycle and Cash Management for Equity and Fixed Income products in a Securities Financing context.
