Job Description:

The Senior Manager, FCRM Policy and Regulatory Change leads and oversees the development, implementation, and maintenance of an enterprise AML policy and governance framework applicable across all business lines, offices, and operating departments to ensure compliance with applicable laws and regulations.  This role also oversees and leads AML regulatory change initiatives for Canada and requires deep AML subject matter expertise   This role is a people leader and reports to the AVP, Policy, Governance Regulatory Change and Regulatory Compliance Management and primary accountabilities include but are not limited to the following:

Job Requirements

  • Lead and oversee the development, maintenance and implementation of a TD's enterprise AML/ATF policy, standards, and key governing documents / processes such as policy interpretations that meet regulatory requirements, expectations and industry practices 
  • Lead, oversee, develop, implement, and manage the global regulatory change management framework for the AML Program, in consultation with FCRM stakeholders
  • Lead, own and oversee AML/ATF regulatory change management processes in Canada in alignment with TD's Regulatory Compliance Management Framework, tools and resources, including:
    • Maintaining a library of applicable laws, rules, regulations and guidance (LRRs) mapped to policies and standards, as appropriate
    • Monitoring for changes in LRRs, completing initial assessments, communicating regulatory changes to FCRM Stakeholders for further action, monitoring completion of impact assessments/action plans
    • Developing, implementing ongoing reporting and/or executive briefs
    • Overseeing and tracking the implementation of the regulatory change for Canada
  • Oversee and monitor regulatory changes for regions outside of Canada via the FCRM jurisdictional regulatory change leads
  • Communicate and liaises with internal stakeholders as well as a broad network of external contacts (external counsel, industry associations, etc.) as required to evaluate the impact of regulatory changes to the Bank
  • Act as subject matter expert on AML policy and provides policy interpretations  working in partnership with the Legal department
  • Serve as the AML owner or resource on projects involving critical and complex AML laws and regulations that have a significant impact on the operations or strategy of TD.
  • Analyze and report information on regulatory developments and manages internal processes to identify and manage emerging money laundering and terrorist financing risks and inform the development or enhancement of key controls, new communications  and training activities, and monitoring coverage as appropriate
  • Participate in industry/external meetings as assigned and prepare reporting/briefs
  • Contribute, review, and provide input on AML Program training (e.g., annual awareness training, Board of Director training), as required
  • Other duties, as assigned
