Job Description:

The Senior Financial Crime Risk Analyst role contributes to the development and maintenance of TD’s AML/ATF/Sanctions/ABAC programs, including frameworks, methodologies, policies, standards, procedures, awareness and specialized training, monitoring, management reporting and/or escalation of issues. This role conducts periodic and event driven reviews of customers, including targeted reviews to assess risks. Additionally, this role supports management in delivery of initiatives related to risk assessment, internal/external exam support, etc.

Department Overview:

Financial Crime Risk Management (FCRM) Business Oversight partners with the business lines to design and implement risk frameworks within TD's risk appetite. The group analyzes and recommends actions related to client, product, geographic, and business line risk. FCRM Business Oversight is comprised of oversight divisions for Commercial, Cards, Retail, Digital, and New Business Initiatives & Emerging Risks.

The FCRM New Business Initiatives & Emerging Risks team leads the U.S. FCRM new business and product assessment program and coordinates with AML subject matter experts, control groups, and business groups to facilitate effective challenge. The team also performs targeted risk reviews of new or expanded products/services, manages remediation of regulatory and internal audit issues, and maintains standards and procedures related to FCRM risk assessment and approval.

The Senior Financial Crime Risk Analyst – New Business Initiatives and Emerging Risks will support FCRM oversight of new business initiatives, emerging risks, and related projects. Responsibilities may include:

  • Intake and initial financial crime risk assessment of new or changing initiatives.
  • Tracking FCRM review of initiatives through SharePoint and maintaining SharePoint site.
  • Developing technical and/or automated solutions for oversight of initiatives including tracking, reviewing, and communications.
  • Ensuring appropriate documentation for initiatives and communications.
  • Accurate reporting on status of initiatives to various audiences including senior management.
  • Ensuring compliance with standards and procedures.
  • Supporting ongoing remediation efforts and other ad hoc projects as required.

  • Works independently as the senior analyst / subject matter expert and may coach and educate others
  • Oversees and/or independently performs tasks from end-to-end
  • Applies expert knowledge of business operations, products, services, methods and operating standards to drive unit or team performance
  • Executes on more complex and/or non-standard requests
  • Researches and investigates a range of operational / reporting / process issues
  • Recommends and implements solutions within own area of responsibility
  • May need to coordinate / integrate work with other areas as needed
  • Provides advanced analysis and/or specialized reporting to support business partners, functional areas or centres of expertise
  • Requires advanced technical / business / function knowledge for discipline supported
  • High level of complexity in operational / reporting / process and/or analysis function requiring medium to longer term focus
  • Represents the group as the lead or subject matter expert on projects / initiatives and/or at meetings across the organization

Education & Experience:

  • Undergraduate Degree
  • 5+ years of work experience 

Preferred Skills:

  • Experience in financial crime risk management or a related field, particularly related to new business products and services.
  • Knowledge of AML typologies and AML regulations, including BSA, USA PATRIOT Act, and OFAC requirements.
  • Strong organizational skills and attention to detail.
  • Proficiency with SharePoint and other AML software and tools for data analysis.
  • Technical writing skills a plus. Experience with SQL, Python, or other programming languages a plus

Customer Accountabilities:

  • Contributes to the development of team procedures and governance processes and advises FCRM stakeholders and teams of changes and enhancements to enterprise FCRM programs and requirements and where they may impact in the organization.
  • Works with FCRM partners and other related groups (such as Compliance, Legal and Risk etc.) to support creation of documentation and reports required by external regulatory bodies and TD internal groups
  • Conducts research, assesses FCRM risks and controls, and otherwise contributes to a specialized team of FCRM compliance professionals, interacting with key stakeholders
  • Provides governance oversight through management of the policy and training exemption governance and reporting processes to the FCRM Senior Executive Team (and related FCRM Sub-Committees)
  • Assists FCRM team members in the use of Issues and Events system for tracking and reporting
  • Prepares summaries, presentations, briefing notes, and any other required documentation to effectively report on the status of the FCRM program
  • Delivers relevant subject matter expertise and FCRM advice to business / FCRM partners
  • Interacts with control functions within the organization
  • Develops and delivers training programs for applicable employees across the Bank
  • Conducts meaningful research, analysis, and assessment of FCRM program activities at the functional level using results to draw conclusions, make recommendations, assess the effectiveness of enterprise FCRM programs
  • Prepares research, analysis, updates tools and/or supports training activities specific to risk assessment
  • Contributes to the development of processes, procedures and guidance relevant to own specific FCRM function of expertise

Shareholder Accountabilities:

  • Prioritizes and manages own workload to meet SLA requirements for service and productivity
  • Provides high quality service and advice to key business (FCRM) partners and monitors progress of initiatives, action plans, or similar activities
  • Protects the interests of the organization – identifies and manages risks, and ensures the prompt and thorough resolution of escalated non-standard, high-risk issues
  • Delivers relevant subject matter expertise and FCRM advice to business (FCRM) partners
  • Participates as assigned in new or revised product initiatives, advises businesses on FCRM compliance requirements and ensures that those requirements are properly written into requirements for business projects
  • Participates in FCRM level projects as needed, to facilitate and oversee changes to FCRM processes, systems, or practices
  • Coordinates with other FCRM partners and business compliance partners to ensure consistency in the application of FCRM programs and standards across the enterprise
  • Ensures relevant FCRM programs align with TD corporate philosophy and strategic direction
  • Monitors FCRM industry developments and maintains strong knowledge of evolving regulatory requirements and assesses potential impacts
  • Contributes to cross-functional / enterprise initiatives as an organizational or subject matter expert helping to identify risk / provide guidance for complex situations
  • Complies with applicable internal and external audit and regulatory requirements and may actively provide support during Audit and Regulatory Reviews, providing recommendations and guidance as required
  • Maintains a culture of risk management and control, supported by effective processes in alignment with risk appetite
  • Participates in responding to periodic exams/audits by regulatory bodies and Internal Audit, to determine level of BSA/FCRM compliance
  • Contributes to cross-functional / enterprise initiatives as an organizational or subject matter expert helping to identify risk / provide guidance for complex situations
