As a Human Capital Management (HCM) Technician you will provide administrative and technical support to the Office of Human Resources and Administrative Services.

Human Capital Management (HCM) Technician

Serves in the HCM Department (Department) of the Office of Human Resources and Administrative Services at the Headquarters Office.

Performs a range of administrative duties in support of the human capital management system (HCM) and its electronic personnel records system. Collects, tracks, and enters data from a variety of sources into the HCM system (Workday). The work requires a basic understanding of the functions of HR and payroll. Performs related functions.

GENERAL RESPONSIBILITIES

Performs a range of administrative duties in support of the HCM and its electronic personnel records system.  

Collects, tracks, and enters data from a variety of sources into the HCM system.

Accurately processes personnel actions; translates information into codes and enters into HCM.

Reviews and verifies accuracy of data entered into the system; makes corrections/changes.

Creates work schedules in the HCM system for trades and public safety employees.

Troubleshoots HCM data or processing issues. 

Provides employee training on HCM and the time tracking and time off business processes.

Runs/Creates a variety of system maintenance reports and other informational reports.

Responds to requests for employment references and background investigations from private and public entities.

Performs Workday testing of semi-annual system releases and configuration updates.

Administers the I-9 electronic process, reviews employee documentation and inputs data into the E-Verify program for processing. 

Performs other duties as assigned.

QUALIFICATIONS

Two years of progressively responsible experience in administrative/logistical support functions.

Included in the two years of experience must be one year of experience in direct support of an HCM function.

Knowledge of, and ability to apply, the fundamentals of personnel procedures and pay systems to processing personnel/pay actions.

Skill in analyzing data and information to recognize inappropriate or incorrect data and make corrections.

Ability to create and generate reports using a computerized information system.

Ability to maintain strict confidentiality regarding organization and employee information.

Ability to speak and write effectively.

Ability to establish and maintain effective relationships with managers, employees, and others.

Ability to use computer hardware and modern office suite software, with emphasis on HCM, spreadsheets, and databases. 

PREFERRED QUALIFICATIONS

Experience working with Workday enterprise software.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

None.

Work is typically reviewed in progress upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
