As the Airport Operations Department Manager, you will be responsible for the safety and efficiency of the airfield, security of the airport, flow of passengers through the airport complex, and customer relations. Your work contributes to the safe operation of aircraft using the nation’s capital airports.

Airport Operations Department Manager

Serves in the Airport Operations Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Personally or through subordinate staff, directs and or coordinates a wide range of operational, security, administrative, budgetary, maintenance, commercial, and construction activities occurring on-site at the airport. Performs related functions.

GENERAL RESPONSIBILITIES

Oversees the operation of the Ramp Control Division (IAD only).

Oversees the operation of the Mobile Lounge Division (IAD only).

Oversees the operation of the Pass and ID Division.

Oversees the operation of the Operations Safety and Security Inspectors.

Oversees all airport security programs.

Oversees the performance of the Airport Security Coordinator and the Supervisory Airport Operations Duty Managers.

Oversees development and execution of department budget.

Oversees department review of construction plans.

Maintains constant awareness of conditions, activities, and changing requirements affecting airport operations.

Oversees coordination with senior officials of various agencies responsible for the security of the President and Vice President of the United States, and other high-ranking officials, when they travel through the airport.

Oversees management of the Airport Operations 24-hour Command Center.

Ensures compliance with all applicable FAA requirements and regulations.

Initiates and oversees development by subordinate staff of new policies, Orders and Instructions, Airport Bulletins, and operating procedures.

Establishes and maintains effective working relationships with airport stakeholder groups and the public to ensure a high level of customer service.

Responds to requests for operational information.

Participates on committees and groups, as assigned.

Monitors late night flight activity for compliance with rules and regulations.

Stays abreast of developments in airport safety and security requirements and best practices in airport customer service.

Monitors compliance with aircraft noise mitigation procedures.

Assumes responsibility for the entire airport complex in the absence of the Vice President and Airport Manager.

Performs other duties as assigned or as determined on own initiative.

QUALIFICATIONS

Nine years of progressively responsible experience in airport operations, airline operations, or military aircraft operations including significant experience as a full performance level Operations Officer, Duty Manager or in a comparable job class in airport or airline operations at a 14 CFR Part 139 certified airport, TSA Security Category I or higher airport, or equivalent US military airport.

Experience leading, or helping lead, at least one of the following: FAA airport certification; an airport’s, airline’s, or military’s security program; recurring airport, airline, or military disaster/emergency exercises; or monitoring and coordinating airport, airline, or military construction and maintenance operations as they impact daily airport operations.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of and ability to perform airport management functions at a Category I or higher airport or military airfield to plan and administer a program of customer-oriented service to air carriers and the public.

Knowledge of and ability to recommend cost-effective methods for maximum safety and efficiency with minimal inconvenience and delays.

Knowledge of and ability to develop and coordinate snow removal activities, aircraft disaster plans, and aircraft parking plans.

Knowledge of aircraft operations including navigational and unusual aircraft operating characteristics and ability to evaluate aircraft and air traffic requirements in relation to runway conditions and take action to avoid situations that might adversely impact safe operations.

Knowledge of and ability to apply business management objectives and strategies and financial and budget management principles and practices to budgetary and administrative program operations.

Knowledge of Federal, state, and local laws and regulations related to airport operations, including knowledge of and ability to ensure compliance with Federal Aviation Administration airport certification, safety, security, and regulatory requirements.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software, with emphasis on airport operations and financial systems/software.

PREFERRED QUALIFICATIONS

Management experience in airport operations at a TSA Security Category X airport or equivalent military airfield.

EDUCATION

A Bachelor’s Degree in any field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

Operates vehicle landside and airside (requires AOA permit).

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

May be subject to potential hazards common to the airport environment, such as noise from jet aircraft. Wears personal protective gear, as necessary.
