Provides analysis and technical support. Creates schedules, gathers data, tracks metrics, generates reports and develops presentations that show results and document conclusions of various analyses. Supports a team that ensures ERCOT meets its obligations in accordance with regulatory requirements to perform generation and transmission compliance inspections for Texas power plants and transmission facilities, including weatherization and maintenance and other field inspection and testing work as required. Participates in the development of software enhancements increasing the efficiency of team processes.  These regulatory requirements are intended to ensure continuing reliable operations of the electric power grid, particularly under extreme cold and hot weather conditions.  Examines, validates, and troubleshoots discrepancies related to schedules and reports. Identifies areas for improvement to increase accuracy and efficiency in scheduling, process workflows, and performance measurements.  This position requires the Weatherization Analyst to work independently, interact professionally with internal and external personnel of various position levels from individual contributors to senior management, meet deadlines, and work well within a team environment.

JOB DUTIES

Level 2

  • Communicates with generation entities and transmission service providers to facilitate appropriate data submission and reporting
  • Responsible for summary reporting on inspection/audit activities
  • Creates and maintains compliance tools and collects and maintains data for the management and reporting of program data, including documentation of testing, inspection, notification of compliance/non-compliance and the progress of any corrective actions or re-inspections
  • Develops tools and implements procedures to monitor and report as needed
  • Demonstrates skills as an expert user of software applications and tools, spreadsheet programs, and database programs
  • Must have strong written and verbal communication skills, excellent interpersonal skills, and attention to detail to communicate and collaborate with diverse groups in a tactful and diplomatic manner
  • Responsible for creating dashboards as needed to collect and maintain data for reporting
  • Builds strong professional relationships both internally and externally
  • Promotes a safe working environment
  • Performs all work according to applicable rules and regulations including regulatory and safety requirements as well as organizational policies and procedures
  • Develops and maintains a good understanding of the ERCOT competitive energy markets
  • Suggest solutions to improve accuracy, efficiency, and timeline of weatherization activities
  • May create presentations and participate in stakeholder meetings with ERCOT personnel, Market Participants, industry groups, or regulatory agencies as needed
  • May participate in RFP’s and vendor management and/or consultant services
  • Other duties as assigned

Senior Level - Above +

  • Creates, reviews, and updates departmental and organizational processes and procedures
  • Ensures staff and/or vendors perform in alignment with policies and procedures
  • Analyzes data to help formulate conclusions and recommendations for mitigation and/or escalation
  • Appropriately reports findings and recommendations and communicates results of analyses to appropriate stakeholders, including maintaining regular communication with the management team, the Legal department, and/or the PUCT as needed
  • Performs root cause and trend analysis, and recommends process improvements
  • Possesses the ability to recognize upstream and downstream impacts
  • Develops detailed solutions and improvements to procedures to improve accuracy, efficiency, and timelines of inspection activities
  • Continuously improves working knowledge of the market, power systems, and various types of technologies used by Market Participants within the ERCOT market
  • Serves as a departmental representative on cross-functional teams, proactively providing technical, business, and policy guidance
  • Leads the work of projects and internal audits as assigned by management
  • May represent ERCOT at stakeholder forums, on committees, and/or in working groups
  • Other duties as assigned

Lead Level – above +

  • Collaborates to ensure implementation of regulatory standards and future enhancements
  • Responds to executive and management inquiries and special reporting requests
  • Serves as a recognized technical expert for the department within and outside the organization
  • Acts as mentor and advisor to less experienced inspectors/analysts
  • Maintains knowledge of emerging trends and industry best practices
  • Expected to represent ERCOT at stakeholder forums, on committees, and/or in working groups
  • Other duties as assigned

EDUCATION

  • Bachelor's Degree: Engineering, Computer Science, Business Management, or related field (Required)
  • or a combination of education and experience that provides equivalent knowledge to a major in such fields is required which can include experience in project management, business analysis, power generation and transmission facilities

CERTIFICATION

  • Professional Engineer, Fundamentals of Engineering, Engineer-In-Training, Project Management Professional, or Certified Business Analysis Professional certificate preferred but not required.

REQUIRED EXPERIENCE

  • Level 2 – Requires a minimum of 1-year related work experience in project management, construction, or the electric utility industry in excess of degree requirements
  • Senior Level – Requires a minimum of 5 years related work experience in excess of degree requirements
  • Lead Level – Requires a minimum of 8 years related work experience in excess of degree requirements

Salary and level will be based on overall experience as determined by ERCOT.

PREFERRED EXPERIENCE

  • Related work experience
  • Familiarity with power plants, inverter-based resource operations, limitations, and equipment, transmission operation and equipment
  • Tech savvy with good working knowledge of MS Office Suite
  • Database experience
  • ServiceNow software experience
  • Vendor and Project Management experience

OTHER REQUIREMENTS

  • Some limited travel may be required. 
  • Ability to walk, climb stairs and ladders, stand for prolonged periods of time, and access power plant, transmission facilities, and other industrial facilities while wearing appropriate PPE
  • Ability to gain clearance for escorted and/or unescorted access for plant visits and inspections as needed
  • Hold and maintain a valid Texas Driver’s License, have an acceptable driving record, and a reliable personal vehicle
  • Must have dependable access to the internet

WORK LOCATION – Taylor, TX:

  • Employees will be required to be on-site in Taylor, TX at minimum 2 days per week, or more, as needed based on the business needs as determined by management
  • On-site schedules are flexible or may be rotated based on business needs as determined by the Manager
  • Remote work is required to be performed from your Texas residence.  
  • Employees may opt to work on-site more than required or 100% of the time
