CACI is looking for a Product Owner to support our customer to provide a common set of required EIT services across 187 bases to implement a consistent, high-quality experience for users across all mission environments and enable USAF to transition focus from network operations to mission operations.
The Product Owner will support our DoD customer to implement an enterprise IT service delivery model that provides consistent, secure, high-quality, and cost-effective services to enable mission success and improve end user experience across the customer environment.
General Description:
Part SCRUM Master and Project Manager, the Product Owner will oversee one, or more, product teams within the EITaaS Engineering division to provide full product lifecycle management of Commercial off-the Shelf (COTS) tools. This position will manage and execute a Kanban based approach for the delivery of product features and capabilities, scheduled through the project management phases of: Design, Build, Test, Deploy, and Maintain. This position is responsible for the following tool suite: ACD, Beyond Trust, and EUMOC tool.
What you’ll get to do:
- Direct Responsibilities: Hiring, Timesheets, Direct Reports, Meetings, Schedules, Plans and Processes, Briefings, Weekly/Monthly/Quarterly Reports, and other ad-hoc management tasks as required for the successful delivery and reporting of the assigned tools and capabilities (aka, Products).
- Perform requirements gathering and analysis to define and manage product scope and schedules
- Defining User Stories that meet Customer, and program, requirements
- Creating, clearly communicating, and ordering Product Backlog Items
- Ensuring that the Product Backlog is transparent, understood, and properly estimated by the development team.
- Communicating with the development team to explain the product features to be implemented
- Collaborating closely with cross-functional teams (e.g. developers, designers, marketers, and quality assurance) to ensure that the product meets customer needs and is delivered on time and within budget.
- Decision maker for what features to include in each sprint or release, based on the value they will deliver to customers and the business.
- Continuously monitoring the product's performance and gathering feedback from customers and stakeholders, using data-driven insights to make informed decisions and prioritize future improvements.
- Ensuring that the product is compliant with all relevant regulations and standards, managing any legal or ethical considerations related to the product.
- Demonstrating leadership and ownership of the product, and inspiring others to share and contribute to the product vision and goals.
- Understanding the terms of the BO, as well as critical business and SELC events.
- Staffing and managing the team, including addressing HR responsibilities
- Proactively identifying, and documenting, risks and issues, establishing, and communicating mitigation plans to reduce impact, and communicating potential impact to leadership and customers as necessary.
- Managing project delivery via a Kanban board to task and track work across the team, provide visibility to the customer, and deliver value incrementally.
- Monitoring each phase of the product development cycle on behalf of the customer.
- Ensuring the team’s compliance with security standards, and PMO program standards, including use of templates and processes.
- Providing input across the larger EITaaS team to share progress, risks, and plans to grow awareness.
The ideal candidate will bring:
- Experience supporting the full SELC lifecycle and moving capabilities from Design to Production and Operational Readiness. Previous ownership of a project from development through deployment and maintenance.
- Experience with Agile development methodologies (Scrum, Kanban or Lean)
- A deep understanding of the Risk Management Framework, including experience managing risks and issues within your team and with a customer.
- Strong analytical and problem-solving skills, ability to prioritize requirements for value that align with customer expectations and product vision.
- Excellent communication and leadership skills. You must effectively communicate the priorities, product vision, and requirements to the development team, stakeholders, and customers. Additionally, you should be able to collaborate effectively with cross-functional teams, including developers, designers, marketers, and salespeople.
- Experience supporting a large DoD or DHS enterprise environment.
- Experience building and managing complex Schedules within Microsoft Project or Microsoft Project Online.
Qualifications:
- US Citizenship required
- Must meet eligibility requirements for access to classified information and be successfully in obtain to a Department of Defense (DoD) Secret Clearance and pass all relevant background checks for a security clearance. Active DoD clearance preferred, but not required.
- Bachelor’s Degree in computer science, software engineering, business administration, management, or another scientific or technical discipline.
- 15+ Years of relevant experience (Bachelor’s Degree in relevant field may be substituted for 5 years of relevant experience; Master’s Degree in related field may be substituted for 7 years relevant experience).
Desired Skills:
- Knowledge in Agile management methodologies (Kanban and SAFe)
- Knowledge in Cloud Computing
- Knowledge in the Risk Management Framework for ATO compliance of enterprise services
- Knowledge in the ITIL Service Delivery Model
- Knowledge in Project Management Practices (waterfall, traditional PM models).
- Experience of a similar complexity of work establishing Enterprise capabilities for a .MIL service

$99,800 - $219,600
