Role Purpose 职位目的:

To partner with the business to embed Compliance as part of the new Governance and Compliance model in China and align with the new evolving China operating model. This role supports the China Pharma business.

Key Accountabilities/Responsibilities 主要工作职责:

The E&C BP is responsible for:

  • Supporting the Ethics & Compliance Officer (ECO) in all compliance and risk management efforts for China Pharma relevant to the assigned business units.
  • Promote and support an effective and pragmatic compliance culture in China and reinforces the ethical culture of GSK in all business processes and relationships.
  • Help China Pharma grow as a patient focused business and drive values-based decisions.
  • Support the ECO in preparing for the various China Risk Management Compliance Boards and governance boards. Supports the ECO in escalating issues to the RMCBs and all relevant governance boards.
  • Supports ECO to assess at appropriate frequencies the compliance risks to which GSK is exposed to ensure that respective RMCB and the GSK Internal Control Framework is responsive to these risks.
  • Facilitates the completing, reviewing and assessing the area and BUs’ Risk Management Plans.
  • Facilitates to ensure a sound system of internal controls and compliance within the area.
  • Leads the refinement of Compliance objectives for the organization based on the direction from the Head of Governance and Compliance in China and above country GEC. 
  • Be responsible for ensuring the plans and actions are in place to achieve the objectives and
  • follow up with risk owners / functional heads etc. to ensure delivery.
  • Lead cross-Business compliance-related initiatives.
  • Lead and support pan-China and Global E&C objectives and initiatives.
  • Proactively identify and escalate emerging risk areas for China through maintaining a current awareness of company, industry and cross-industry compliance trends and challenges and assesses and manages the significant risks within China Pharma and coordinates this risk management with other E&C Managers.
  • Seeks to engage and influence the business proactively to ensure risks are proactively managed/mitigated and issues are resolved timely.

Policies and Standard Operating Procedures (SOPs)

  • Develop SOPs or coordinate the development, identify best practice and conduct training accordingly, set up and maintain company SOP database.
  • Oversees the development and coordinating the implementation of any required China policies and procedures, including alignment with the Code of Conduct and GSK and business unit policies.

Monitoring

  • Ensures independent monitoring processes are in place for key risk activities. Reviews monitoring results to determine remedial action if required and shares with management the outcome of the reviews.  Tracks and reports on completion of management actions to address significant audit findings.

Training

  • Ensures adequate training programs in place to guide people in conducting GSK business in risk areas.
  • Conducts risk management workshops and other training, based on and aligned with strategies from Global Risk Officer, to facilitate the identification of significant risks, development of mitigation plans against GSK significant risks and other risks critical to China.
  • Implements training and communication as necessary for the GSK Code of Conduct; other relevant policies, procedures, and standards; and the Integrity Helpline.

Reporting

  • Facilitates and coordinates reviewing internal audits, significant risks and ensuring response to critical findings.
  • Facilitates the internal reporting processes to ensure that GSK employees and agents can report ethics and compliance concerns without fear of retaliation.

Investigations

  • Together with Legal, HR and other governance team members if appropriate, that reported concerns are promptly and thoroughly investigated, with suitable corrective action and discipline when appropriate.
  • Liaise and co-ordinate with Legal, leads and/or oversees investigations of all serious compliance matters together with the investigation team, legal and HR coordinates disciplinary activity for standard violations to ensure uniformity and to determine need for additional educational efforts.

Qualifications/Requirements: (Education / Experience / Competencies)

  • Bachelor Degree and Accountancy Qualification in Compliance, Audit and Finance.
  • 8+ years relevant experience. Preferred experience in both Big four and Compliance in MNC in Pharma or Healthcare industry.
