The hiring range for this role is:  

$350,000.00 - $425,000.00

The Senior Vice President (SVP) of Business Operations is a key leadership role responsible for turning strategy into action, bringing system-wide priorities to fruition with operational rigor and a results-orientation. Collaborating across BCBSA and in partnership with local Plan partners, the role is also instrumental in driving operational transformation to improve System competitiveness and to lower costs, enable better experiences and improve health care outcomes for our members.


The immediate focus will be to design, build, launch and manage a new Group Medicare Advantage wrap product for the Federal Employee Program (FEP), which today hosts over 5.5 million members and over 1 million retirees. This role will partner closely with the Senior Vice President of the Federal Employee Program (FEP), local plan leadership, internal stakeholders, and external partners to build and scale a program that delivers on cost, quality, member experience, and regulatory compliance—while ensuring market competitiveness and long-term profitability within the federal retiree market.

Business Strategy

  • Partner closely with the Senior Vice President of Federal Employee Plan to define the strategic vision, success metrics, and multi-year roadmap for the Group Medicare Advantage FEP product to achieve operational, financial, and quality outcomes for the program and to maximize member reach and impact for stakeholders.
  • Lead complex stakeholder and cross-functional strategic planning processes, ensuring alignment with broad goals, stakeholder needs and other requirements (e.g. regulatory, compliance, operational, technology).
  • Lead all aspects of program stand-up including product development, compliance, network strategy, care management, risk adjustment, operations, and member experience – launch 1/1/2028.
  • Collaborate with enterprise stakeholders across clinical, actuarial, network, operations, IT, and legal/compliance functions to build the infrastructure required for launch and long-term sustainability.


Operations & Performance

  • Lead the day-to-day operations and performance of the Group MA FEP product by serving as the Blue System’s Medicare Performance Hub.
  • Deliver actionable intelligence; identify root causes of underperformance; deploy targeted strategies to drive continuous improvement.
  • Establish program-wide visibility into performance metrics and benchmarks to promote transparency and accountability.
  • Activate strategies to close care gaps, improve documentation accuracy; address clinical operations with evidence-based interventions.
  • Develop national best practices, vendor standards, and policy frameworks to ensure consistency while allowing for local adaptability.

Plan Coordination

  • Partner with the Senior Vice President of Federal Employee Plan, local Blues Plans and senior leadership to define go-to-market strategies, execution timelines, and shared ownership models.
  • Develop and maintain strong relationships across BCBSA and the System to build alignment and secure commitment for implementation and performance.
  • Facilitate collaborative analysis and decision-making to guide program direction, local implementation and on-going performance management and refinement.
  • Influence and align key stakeholders at all levels with clear analysis and recommendations backed by data and strategic insight.

Financial Results

  • Own the P&L for FEP Group MA and the capital planning for the Group MA product, including business case development and tracking against key financial milestones.
  • Define capital investment needs and work with finance teams to secure funding and ensure ROI.
  • Define KPIs and ensure ongoing performance tracking across quality, cost, member satisfaction, and compliance.
  • Drive growth, margin, and medical cost performance through levers including clinical program design, risk adjustment accuracy, and provider performance management.
  • Implement governance mechanisms to review performance with key stakeholders and course-correct in real time as needed.

System-Wide Operations

  • Partner with SVP Market Solutions and SVP FEP to identify and implement operational improvements to legacy systems that simplify processes, reduce costs, and improve outcomes.
  • Drive the implementation of system priorities with discipline, speed, and accountability.
  • Establish and oversee performance metrics, milestones, and reporting to ensure System operational success.
  • Promote and lead a culture of operational discipline, efficiency, and continuous iteration across BCBSA.

Qualifications

Education

  • Required Bachelor's Degree Business, Finance, Actuarial or similar degree; or equivalent experience

  • Preferred Master's Degree Advanced degree or equivalent in experience preferred

Experience

  • Required - 15+ Years of progressive leadership experience in the payer space and specifically in Medicare Advantage, including deep knowledge of operations.
    Experience standing up new or scaled programs and businesses, preferably in the Government space, and driving performance in programs with strategy and execution.
    Experience in both large matrixed organizations (payer, provider, or consulting) and high-growth, entrepreneurial environments preferred, including end-to-end accountability for development and execution.

  • Comfort with dynamic and sometimes ambiguous settings, showing the skill to bring a structured, proactive approach to prioritize and execute in partnership with fast-paced and dynamic leaders.


Additional Preferred Experience:

  • Familiarity with the Blue Cross Blue Shield system or similar large payer organizations

  • Track record of building new capabilities and high-performing teams in a mission-driven context
