Northrop Grumman’s Corporate sector is looking for a Principal Supply Chain Procurement Specialist Level 3 to support the Global Supply Chain organization.
This position will be virtual remote and can be performed anywhere within the continental United States.
The selected candidate will be responsible for managing Information Technology agreements, procurement and/or sourcing efforts through solicitation, purchase order award and post-award administration. Primary commodities will be Information Technology Software, Hardware, Professional and Telecommunications Service requirements supporting enterprise business area infrastructure. Supplier management including maintaining and developing strong relationships focused on achieving Enterprise support and success. Negotiation skills required to achieve success in delivering customer and business expectations. Involvement with cross functional teams geared toward successful supplier contracts and transactions.
The selected candidate sources and procures goods and services of a commodity nature from many suppliers. Initiates Requests for Quotations and Proposals and receives same, analyzing proposed pricing from potential suppliers. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Works with internal customers to ensure specifications are appropriate for the services or products required. Identifies opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations. Issues purchase orders. Manages performance of purchase orders, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
Job responsibilities include, but are not limited to:
Preparing request for proposal packages for materials, equipment, software, or services
Reviewing Statement of Work and IT / IT Service Requirements for accuracy
Conducting data analytics evaluation of proposals, facilitating the selection/recommendation of suppliers, negotiating contract provisions and pricing, issuing awards
Negotiate terms and conditions of all components of contractual agreements, including Software, Hardware, XaaS (“X” as a Service), Statements of Work, Professional Services Agreements and Purchase Orders
Negotiating and coordinating additions, deletions, or modifications to purchase orders and supplier contracts
Maintain and report competitive savings on transactional activities
Pursue and manage small business opportunities where possible.
Ability to work with minimal supervision and apply sound judgment to problem solving
Resolve invoice issues
Basic Qualifications:
Bachelor’s degree with a minimum 5 years of relevant experience OR Master's degree with a minimum of 3 years of relevant experience OR Associate's degree with a minimum of 7 years of relevant experience OR High School Diploma with a minimum of 9 years of relevant experience
Experience in procurement, strategic sourcing, contract management, program management and/or project management
In-depth understanding of procurement policies, procedures, and regulations
Excellent organizational skills
Demonstrated negotiation skills
Ability to work independently or as a team in a fast-paced, business-oriented environment
Excellent written and oral communication skills with all levels of management/executives
Strong problem solving and analytical skills
Program or project management expertise

Microsoft Office Suite with special emphasis on Excel (at least intermediate level).
Preferred Qualifications:
Demonstrated experience in negotiation of information technology products and services or other agreements, including, but not limited to, contract elements such as data privacy, data protection, software as a service, software, hardware and associated maintenance, export/import concerns.
Experience in SAP procurement module
Experience using Tableau Dashboard reporting tools
Experience with ServiceNow
