SUMMARY
The experienced Program Officer supports our contract with the United States Agency for International Development (USAID) Bureau for Europe and Eurasia (E&E). Provides Program Office and Mission Environmental Office support to USAID/Belarus for a period of six months. Must be knowledgeable of USAID guidance and best practices in program planning, design, analysis, and strategy development. Additionally, should have experience in applying and providing expert guidance on Automated Directives System (ADS) requirements. Serves as the Mission Environmental Officer for USAID/Belarus, ensuring compliance with Regulation 216 (Reg 216), and engaging with E&E Bureau and Agency stakeholders on environmental issues.

ESSENTIAL REQUIREMENTS
Must be able to pass a customer background check for access to facilities, equipment and property. This Homeland Security Investigation requires U.S. Citizenship or Permanent Resident (Green Card) status.
Bachelor's degree and a minimum of (3) three years’ relevant experience, or equivalent combination of education/experience.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Program Officer Support:
Assists with mission project and activity design.
Reviews project and activity design documents.
Provides periodic consultation on ADS requirements.
Implements program design best practices.
Conducts necessary programmatic analyses.
Provides expert guidance on USAID ADS requirements.
Develops and analyze program strategies.
Mission Environmental Officer Duties:
Conducts environmental analyses in compliance with Reg 216 requirements.
Prepares required reports on environmental and climate change issues.
Ensures projects consider environmental sustainability and comply with U.S. environmental laws and standards.
Identifies and implement mitigation measures to minimize adverse environmental impacts.
Engages with E&E Bureau and Agency stakeholders on environmental issues.
Coordinates with the Bureau Environmental Office and Agency environmental staff.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE
Bachelor's degree and a minimum of (3) three years’ relevant experience, or equivalent combination of education/experience.

In-depth knowledge of USAID guidance and best practices in program planning, design, analysis, and strategy development.

LANGUAGE SKILLS
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

The pay range for this role is $ 57.12 – $ 70.00 USD Hourly, with the final offer amount dependent on location, skillset, and experience.
