The opportunity

The Compliance Assistant Manager will support the Chief Compliance Officer in maintaining and enhancing a robust compliance program for Manulife Philippines (“Company”). This role will act as 2nd line defense of AMLATF related activities of the Company. oversee the Company’s AMLATF systems, processes, and controls, including ensuring that they are effective and of high-quality. Also, ensuring that first line monitoring and escalation of the same is timely and of quality.


Responsibilities

  • Review of escalated case by line 1b and operations.
  • Endorsed suspicious cases to the CCO and AML officer and file a STR once the case is confirmed as suspicious.
  • FATCA and CRS reporting, review and training.
  • Test the effectiveness of the compliance program by risk-based Quality Assurance (QA) and compliance testing. Responsible for preparing yearly QA/test plan for the approval of CCO.
  • Ensuring the timely follow-ups and reporting to the regulators within the prescribed regulatory timeline.
  • Participate in annual AMLATF annual self-assessment and AMLATF questionnaire as per regional compliance office guidelines and local regulatory guidelines.
  • To check the completeness and correctness of the extract and verify/validate with IS if the extract is empty, incomplete or questionable. To upload CTRs with the AMLC regulatory portal within the prescribed period; and To conduct sample checks every quarter, minimum of 25 samples of payment, disbursement and claims transaction, to verify if the reportable transaction was reported to the regulator.
  • Coordinate with operations team for appropriate flagging in systems within 24 hours from receipt of the Freeze Order. To ensure that all Compliance Returns required by the AML regulator, are uploaded to the AML regulatory portal within 24 hours from receipt of the Freeze Order.
  • Preparation of the EDD Report: To assist the Compliance Team in the evaluation of the completeness of the policy application referred to Compliance for EDD Report and revert to the relevant party/parties for any missing documentation and/or rationale for the same. To assist the Compliance Team in the release of EDD Reports.
  • AMLATF systems: Should be able to review the system monitoring reports on regular basis and remind BUs for any aging alerts/cases. Should report to CCO on monthly basis with the observations, issues, and trends. Conduct ad hoc QA or testing on the identified high-risk area.
  • FATCA and CRSCoordinate with regional team for timely review and reporting. Conduct ad hoc QA or testing on the identified high-risk area.

What we are looking for

  • Must have a strong knowledge of AML and sanctions concepts, laws and regulations.
  • Should be familiar with AML systems i.e., watchlist scanning and transaction monitoring systems.
  • Should be familiar with AML processes and controls. And help to drive the high-quality monitoring program.
  • Should have experience in quality assurance and compliance testing.
  • Bachelor’s Degree with minimum 5 years working experience in financial industry.
  • A background in compliance, risk and audit will be preferred.
  • Good interpersonal skills to work with various stakeholders and as a team.
  • Able to work under pressure with good Compliance judgement skill.
