Dexis Professional Services is currently recruiting for Sr. HR Specialist to support USAID/Madagascar under the Southern Africa Mission Support (SAMS) Institutional Support Contract (ISC). The consultant will be primarily responsible for all recruitment lifecycle actions in addition to HR administration actions. This position requires in-country support in Antananarivo, Madagascar for six months. The desired start date is November 1st, 2024.

Responsibilities will include, but are not limited to:  

  • Manage full range of recruitment actions for USPSC, TCN and CCNPSC positions; 
  • Coordinate on-boarding for new hires including notifications, start date negotiations, contract execution, etc.;   
  • Provide advice and guidance to managers and employees on questions and matters related to the human resources as appropriate; 
  • Lead process improvement efforts, ensure compliance, and advise of rules and regulations related to HR activities;  
  • Lead onsite training of HR team members; and 
  • Perform other related duties as assigned. 

Requirements: 

  • Bachelor’s degree in a relevant field.
  • 8+ years of experience in human resource management at USAID, including related to staff recruitment, hiring, onboarding, personnel performance management, and offboarding.
  • Must be eligible to obtain a USAID Facility Access Clearance (FAC); priority will be given to candidates with an existing clearance.
  • Expertise in USAID processes, procedures and regulations related to human resources.
  • Experience organizing and managing systems, processes, communications, documents, and data related to human resources in a large organization.
  • Demonstrated ability to communicate both orally and in writing; organizational skills showing attention to detail.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Willing to work from Antananarivo, Madagascar for duration of assignment.
