The Program Planning and Delivery Manager (PPDM) role is responsible for the prioritization, planning, and delivery of capital projects in the portfolio (infrastructure, business, programme, and capitalized SMW). The role will engage with key stakeholders from the business, site engineering/operations and Service Partners to establish a Facilities Investment Plan to facilitate 3–5-year planning and prioritization to meet site infrastructure needs and strategic business needs.

The PPDM champions the improvement of processes that support the capital delivery model and manages project delivery to ensure effective handover to operations that meet agreed project scope and project deliverables, including the updating of CAD and P&ID drawings by the Drawing Office. This role also engages with Occupancy and Space Planning to maintain up to date data for labs and offices to enable maximum utilization of site assets.

In this role you will

  • Develop and manage delivery of annual capital project plans to meet allocated budget through prioritization of business, infrastructure and EHS risks in alignment with the Facilities Investment Plans and Site/GSK objectives.
  • Accountable for end-to-end project delivery at the site(s) including management of projects through all delivery stages (with consideration for financial/operational recovery plans), approval of budget changes, performance management against service partner KPIs, risk assessment/mitigation, and handover effectiveness
  • Work with the Head of Facilities and Engineering and Tech Ops Lead to determine optimal delivery and procurement strategy
  • Develop project options in collaboration with the Head of Facilities and Engineering, Occupancy/Space Planning, Tech Ops Lead (and/or delegate Tech Ops Engineering Managers) and assigned Project Manager for schemes to present to the project stakeholder. Develop preferred scheme for scope development and detail design by design consultants
  • Define the risk management strategy for each project, align any value engineering and ensure that associated processes and tools required to ensure effective identification, monitoring and management of project risk are implemented.

Basic Qualifications & Skills:

We are looking for professionals with these required skills to achieve our goals: 

  • Experience in delivering large, complex civil & construction projects including refurbishment and new builds
  • Experience in delivering complex engineering capital projects in a GxP environment
  • Proven record of management of complex capital investment programme of projects in a large office, university or pharmaceutical facility, including a GxP environment
  • Displays sound technical knowledge of the Research & Development process and understands GxP and project management requirements
  • Experience across a wide range of R&D project types such as chemistry, biology, pilot plant, engineering and infrastructure over the complete project life cycle    
  • Ability to establish strong working relationships with key internal stakeholders and external contract partners, to deliver appropriate site project investment in agreement with established contracts
  • Thorough understanding of statutory legislation responsibilities in a technically complex environment

Preferred Qualifications & Skills:

  • Chartered engineer (Mechanical, Electrical or Civils)
  • Formal project management certification (e.g. PMP)
