Job Description:
The Engineering Manager of Water Distribution is responsible for the design, management, and related contract preparation of new business water main extension projects, water distribution system design, easement management, and distribution system materials, specifications and standards. This position is responsible for the planning and design of projects related to the distribution systems in more than 24 water districts throughout California. The Engineering Manager of Water Distribution sizes water main extensions to meet fire flow and customer demand, sets the standards for materials and installation, and supports the local water districts to troubleshoot and address distribution problems. This position manages a team of five employees and can be located at our Customer Support Services Office in San Jose, CA or Engineering office in Bakersfield, CA.ESSENTIAL FUNCTIONS:
Manages staff, including prioritizing and assigning work, conducting performance reviews, and overseeing the development of staff
Responsible for the design of distribution systems, ensuring they meet or exceed all regulations and company standards at the lowest life-cycle cost
Responsible for distribution standards and standard drawings, application of PUC rules (General Order 103 and Rule 15) and Title 22 for distribution design, pipe sizing, meter sizing, fire flows, and hydraulic designs
Maintains distribution system material, installation, and disinfection specifications, including evaluation and approval of new materials for construction
Responsible for the design, drawings, cost estimation, construction, and refunds of main extension and special facility projects
Responsible for the preparation of main extension agreements and interconnection agreements
Approves fire hydrant and fire service installations and sizes customers services and meters
Reviews and approves all distribution system drawings and specifications, stamping drawings with PE as needed
Prepares, coordinates, and communicates pipeline variance requests with the Department of Drinking Water
Develops long-range vision, mission, and strategic planning processes for the distribution group
Manages the use of contractors and consultants, and manages the design and cost estimates of all new business main extensions
Facilitates new business communications with developers and districts
Manages easement rights, including acquisition of water line easements, easement quitclaims, and grant to others of easements on Cal Water property
Provides technical opinions to the Legal team on potential litigation and litigation risks, CPUC complaints, and other legal agreements related to distribution system, easement, customer property impact, or any new business matter
Manages planning and cost estimates for large developments and identifies and plans supply needs for new developments
Responsible for design and approval of unplanned and emergency capital budget mains, hydrants, fire services, metered services, meters, and valves
Supports distribution emergencies such as main break repairs and troubleshooting, and identifying the best design solution for distribution problems such as low flow or low pressure
Supports the New Business Steering Committee in developing and implementing improvements to the main extension process
Supports Corporate Development system acquisitions and ensures that new distribution facilities are designed to Cal Water standards
Supports the creation and review of Water Supply Assessments for large developments
Prepares distribution capital budgets
Participates in Public Utilities Commission (PUC) rulemaking as necessary. Responsible for implementation of new rules and regulations.
Manages service area map expansions to ensure compliance with applicable CPUC rules
Participates in and supports the Company’s Continuous Improvement program and projects
Performs work on-site in the assigned office location
Performs other similar duties as assigned
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Civil Engineering or related field
California Professional Engineering (PE) License in Civil Engineering
Five years of progressive engineering experience in water utility engineering design, project management, and construction management
Management experience desired
Master’s degree in Engineering or related field desired
Project Management Institute (PMI) certifications desired
Water Distribution and Water Treatment Operator Certifications desired
Knowledge of AutoCAD drafting techniques and standards desired
Valid California Driver License
Required Knowledge, Skills, and Abilities:
Knowledge of supervisory principles, practices, and techniques
Knowledge of water systems engineering, operations, maintenance, and materials
Knowledge of water system design and construction, including transmission, distribution, pumping, treatment, and production facilities
Knowledge, understanding, and experience with the California Waterworks Standards, Title 22, Title 24, Rule 15, General Order 103, AWWA, and NSF/ANSI guidelines/regulations
Knowledge and experience in construction management
Knowledge of PUC rules and regulations and rate case filings
Strong ability to communicate well with others, both verbally and in writing, using both technical and non-technical language
Strong project management skills, including project scheduling, prioritization, coordination and team conflict resolution
Demonstrated knowledge of contract management, including project bidding, budget, and contract negotiations processes
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
Ability to make technical decisions and strive for consensus with other engineering managers and district staff
Knowledge and ability to use Microsoft Office applications to create spreadsheets, presentations, and Word documents
Knowledge of computer operations and complex software applications
Ability to make technical decisions and provide technical assistance when needed
Ability to understand and write policies, procedures and instructions
Ability to communicate and maintain effective working relationships with outside contractors, vendors, consultants, regulators, and staff in districts, departments, and engineering
Ability to write clear and concise reports, technical reports, and perform engineering computations
Ability to make formal and informal presentations to a range of internal and external stakeholders
Demonstrated trouble shooting and problem-solving skills
Demonstrated leadership and collaboration skills
Demonstrated time management and organizational skills
Salary Range: $124,000 - $261,400
