PayPal, Inc. seeks Engineering Program Management 3 in San Jose, CA

Job Duties: Lead and manage complex development programs to deliver technical solutions and support major software implementation programs with concurrent releases. Design and develop product roadmaps and execution following agile methodologies, drive release planning and scrum of scrums with all dependent teams. Define launch strategy for new product capabilities including geographic scope and rollouts, detailed timing, ramp, and analytics plan. Design and manage pilots and beta testing and create and manage clear Gating Criteria with business partners for Go/No-go decisions. Track the progress, update status, identify risk and challenges and work with the team for mitigation and ensure the project is completed as per the expected timeline. Develop measurable KPls for the program. Assess current methodology, identify/rationalize gaps vs. best practices and continuously improve the process to support the deployment schedule. Teleworking permitted: work can be performed anywhere in the United States.

Minimum Requirements: Master’s degree, or foreign equivalent, in Computer and Information Technology, or a closely related field plus three years of experience in the job offered or a related occupation.

Special Skill Requirements:


(1)    Demonstrate proficiency in data visualization tools like SAAS and Tableau. (1 year)
(2)    Employ Oracle SQL queries to extract and manipulate data ensuring accuracy and reliability for analytical purposes. (3 years)
(3)    Apply Agile Methodologies including Scrum and Kanban to drive iterative development releases and lead development teams in sprint planning, daily standups, scrum of scrums, Sprint review and Retrospective meetings to ensure alignment with project goals. (3 years) 
(4)    Proven ability to develop various reports for leadership for purposes like data analysis, decision making, compliance and financial reporting, audit and employee management. (2 years) 
(5)    Orchestrate and facilitate cross functional and stakeholder meetings, fostering effective communication and collaboration to ensure project milestones are effectively met. (3 years)
(6)    Leverage problem solving and execution skills to guide team through challenges, cultivating a proactive and solutions-oriented mindset within project management. (3 years)
(7)    Spearhead in implementing data resource management tools to enhance organization’s capability to effectively handle and leverage data resources. (1 year)
(8)    Craft comprehensive yearly and quarterly Product roadmaps, aligning feature development with strategic goals and detailed release plans, coordinating activities to meet deadlines and deliver high-quality products. (2 years)
(9)    Implement rigorous data hygiene practices, ensuring the accuracy and cleanliness of datasets through systematic validation and cleansing procedures. (2 years)
(10)    Portfolio management, risk assessment and strategic project alignment . (2 years)
(11)    Design and execute pilot testing strategies including criteria for success, ensuring thorough evaluation of new products or features before full scale implementation. (2 years)
(12)    Proficient in SharePoint and Confluence to implement workflows, streamline business processes and facilitate knowledge sharing. (2years)
(13)    Possess experience in managing Internal dependencies to minimize risk and ensure project deliverables are met within timelines.(2 years)
(14)    Proficient in negotiation skills to handle External dependencies such third party vendors/financial institutions. (2 years)
(15)    Establish and track KPIs and OKRs to measure project successes and drive strategic outcomes. (2 years)
(16)    Manage/Optimize efficient Financial Payment Systems for seamless and secure transactions for users. (2 years)

Additional Job Description:

Base salary: $150,426-204,600 per annum. 40 hours per week; M-F, 9:00 a.m. to 5:00 p.m.
