Primary Function

The primary responsibilities centered on range operation and compliance issues. This role will be dedicated to overseeing aspects of range operational management, compliance, and ensuring that all scheduled activities adhere to the required standards and regulations of Claiborne Bombing and Gunnery Range. The RCO is responsible for all range operations and air/ground safety, except in cases where weapons release clearance is delegated. Additionally, the RCO must be qualified to control Claiborne Class A range operations in accordance with AFI 13-212 VI, and attachment A5 and AFI 13-212/307 Bomb Wing Supplement 1. Must be on-site and be available for Government for phone calls. The RCO must maintain and qualification and continues to support the Claiborne Range mission, proactively solve problems, and deliver quality services safely in the performance of the Claiborne Range O&M PWS.  

Essential Duties

  • Will be certified and remain current IAW AFI 13-212 A2.3 and local supplements.
  • Must be fully rated Laser Safety Officer (LSO).
  • Uses RAM System for assigning work orders, asset management/equipment maintenance, QC&QASP.
  • The RCO will ensure range safety by accomplishing all pre-opening range inspections and maintaining positive control of all aircraft and personnel.
  • When required, the RCO will suspend flight operations and assess a foul for a flight safety related issue. The RCO will accurately complete and submit all required logs and forms and assist with grounds maintenance.
  • Works closely with the Chief RCO to establish and maintain a viable, in-depth, and ongoing quality program to ensure that all contractual requirements are accomplished as specified and that we have adhered to all policies and procedures.
  • Responsible for implementing systems policy and functional procedures support units to ensure maintenance performance standards are being achieved.
  • Develops standard operating procedures and performs administrative duties related to maintenance activities.
  • Coordinates and recommends all department improvements to better utilize assets and personnel where needed.
  • Monitors and calculates equipment requirements to maintain budget status.
  • Cross utilized as needed.
  • Timely completion and accuracy of all inspections and work.
  • Works closely and harmoniously with other employees.
  • Must be able to multitask. 
  • Perform other duties as assigned.

Desired Knowledge, Skills & Abilities

  • Must have a comprehensive knowledge of Claiborne Range restrictions, as well as a solid working knowledge of general flight operations, military training and laser operations safety.
  • Must have previous experience and rating as an RCO, rated aircrew member, ATC, JTAC or ETAC.
  • Must have all training and experience documented.
    • Ability to provide detailed report, briefing and technical advice to the Government regarding PWS requirement.
    • Ability to support training schedule for team members.
    • Must have knowledge of maintenance data collection databases to include in administrative level entries, i.e., equipment status reporting and job standard task creation.
    • Must be an excellent communicator and have fair judgement.  
    • Must be able to attend Government conferences, as required.
  • Able a multi-tasker.

Required Qualifications

  • HS diploma or equivalent.
  • 5 years’ experience in military range operation and .
  • Must ha.
  • Experience in Laser Safety Operations.
  • Experience in Health, Safety and Environmental.
  • Proficient in Microsoft Word, Excel, PowerPoint, and Projects.
  • Must be able to work on secure military facilities.
  • Must be able to go TDY, as required/requested by the Government.
  • Must have current valid driver’s license and clean driving record and be qualified to operate a vehicle.
  • Must be able to pass a DoD background check, pass drug screening tests and obtain SECRET security clearance
