Job Summary

The R&D Senior Business Analyst is responsible for advancing research and development activities at NAV CANADA, including the investigation, elaboration, and development of initiatives that fall within the R&D Centre scope. This role involves coordinating research activities with a variety of stakeholders and providing technical R&D guidance to team members and stakeholders, ensuring conformance to established R&D processes. They investigate, elaborate, and document R&D proposals, business cases, and findings and present to a variety of stakeholders. They establish requirements, guidance, and standards for the use of NAV CANADA infrastructure and other resources in R&D activities. They prepare and manage environments, data, and other necessary resources, thereby enabling collaborative research activities. They participate in market scans and provide insights that inform strategic decisions and identify opportunities for innovation. Finally, they promote a culture of adaptability, resilience, innovation, and continuous improvement within the team and within NAV CANADA. Preference will be given to candidates with experience in emerging technologies, including artificial intelligence and machine learning, cloud computing, simulation, advanced data technologies, or unmanned aircraft systems.

Job Description

Key Accountabilities:

  • Leads and contributes to the planning, design and execution of R&D initiatives, including defining and elaborating research proposals and relevant requirements, designing the research methodology, preparing the data and environments, developing proof of concepts, and documenting and communicating research findings. Analyzes and provides recommendations based on findings.
  • Performs research including technical investigations and evaluations, feasibility studies, business concept development and other basic and applied research.
  • Leads the development of and evolves R&D processes, templates, knowledgebases, standards, documentation, infrastructure, and other enabling resources.
  • Leads and contributes to analysis of the current business environment to understand business needs and constraints.
  • Coordinates R&D activities across teams, providing guidance and leadership where appropriate.
  • Supports the adoption of R&D initiatives into product and project teams.
  • Keeps well-informed regarding emerging trends in technology and aviation, evolving business processes, external vendor solutions and platforms.
  • Act as a functional and technical coach, guiding and developing team members and recommending training to support their development.

Job Requirements

Education:

Graduated from a recognized university or college with a degree/certification in Computer Sciences/Information Technology or relevant technical field or an acceptable combination of education, related experience, and training.

Experience:

  • 5 years of development or analytical experience in a technical discipline such as solution architecture, systems development, or integration.
  • Experience investigating, evaluating, prototyping, and recommending technical or business solutions.
  • Experience writing and contributing to high-quality technical and business documentation.
  • Experience working with cross-functional teams and coordinating activities in a collaborative project environment.

Knowledge:

  • Knowledge of a wide variety of technologies relevant to NAV CANADA as well as their application and constraints, including artificial intelligence and machine learning, data processing and analytics, simulation, cybersecurity, networks, and cloud infrastructure. 
  • A good understanding of NAV CANADA business and strategic direction.
  • Thorough knowledge of business analysis and facilitation practices, tools, and techniques.
  • Knowledge of project management best practices including scope, cost, and risk management.

  • Proficiency in data analysis and technical writing.

Working conditions:

Hybrid - This position is based at the Ottawa TSC but may be eligible for a flexible work arrangement.
