Job Description:

Parsons is looking for an amazingly talented Senior Project Controls Engineer / Specialist  (Finance) to join our Internal Project Controls team in Jeddah Corporate Office.

Position Summary

The Senior Project Controls Engineer / Specialist (Finance) is responsible for ensuring effective project controls across cost, schedule, and risk management functions from Parsons’ internal project controls perspective. This role involves developing and managing project budgets and Work Breakdown Structures (WBS), preparing accurate forecasts, monitoring financial performance, and ensuring compliance with contractual and organizational standards. The position requires strong analytical capabilities, proficiency in project control methodologies, and the ability to collaborate with stakeholders effectively

Key Responsibilities

  • Budget Estimation and WBS Management: Independently develop and manage project budgets. Facilitates the development of the Work breakdown structure (WBS), interfacing with Design, Procurement, Engineering, and Finance Departments as needed.

  • Monthly Forecasting: Prepare and manage accurate forecasts. Monitor and analyze cost and schedule trends. Provide rationale for variances in revenue and margin against the quarterly forecast.

  • Earned Value Management (EVM): Implement EVM principles to analyze project performance and provide insights for cost and schedule alignment.

  • Revenue Recognition & Accruals: Apply correct revenue recognition methods based on contract type. Estimate accruals, calculate P&L impact, and ensure timely posting for monthly reviews.

  • Contractor and Sub-contractor Management: Understand and review contractual terms and conditions (T&Cs) impacting P&L and working capital. Assess contractual risks and ensure compliance with project requirements.

  • Change Management: Identify and manage contract and forecast changes. Ensure Parsons’ change management processes are followed and risk exposure is estimated.

  • Planning & Scheduling: Apply planning and scheduling principles to interpret project schedules. Assess impacts of changes and ensure alignment with objectives.

  • Project Risk Management and Contingency: Identify, assess, and monitor project risks. Maintain risk registers and manage contingency.

  • Cost Monitoring and Control: Track costs, analyze variances, and communicate actionable insights. Establish controls to protect P&L.

  • Billing and Collection: Interpret payment terms and produce compliant invoices. Forecast cash collection and manage account receivables.

  • Job Closeout: Reconcile financials (revenue, GP, AR, unbilled). Validate compliance with closeout procedures.

  • Technical Skills: Strong background in Earned Value Management, cost control, forecasting, revenue recognition, risk and P&L management.

  • Software Skills: Working knowledge of various project controls software, advanced Microsoft Excel skills, and practical experience in developing and maintaining Power BI dashboards.

  • Time Management: Understanding of the importance of timely reporting, manage multiple priorities and the energy to deliver against demanding deadlines.

  • Analytical Thinking: Ability to interpret data, identify trends, and provide actionable insights.

  • Attention to Detail: Ensures accuracy in financial and schedule reporting.

  • Problem-Solving: Ability to resolve complex project control issues effectively.

  • Communication Skills: Clear and concise communication with stakeholders and team members.

  • Collaboration: Works effectively with cross-functional teams and external stakeholders.

  • Adaptability: Responds to changing project conditions and client requirements.

  • Supervision Given: May provide technical direction to lower-level project controls staff on projects.

Qualifications & Experience

  • Bachelor’s degree in engineering, construction management, or a related field (or equivalent experience).

  • Candidates with a commercial, finance, or accounting background with experience in construction projects (consultancy or contractor roles) will also be considered.

  • Minimum of 8+ years of relevant experience.
