Northrop Grumman’s Space Systems sector is looking for a Deputy Program Manager 1 with the Integrated Missions Operating Unit and Ground Capabilities organization to support a classified program with the development and delivery of mission critical satellite ground systems. The candidate will work with engineers and multiple subcontractors to manage new system integration, adherence to cyber-security best practices, and Operations and Sustainment activities to ensure on-time delivery, integration, and test schedules and mission critical availability of the system.

The primary focus of this role will be the daily execution of a collection of projects in a portfolio of Cost Plus and Fixed Price efforts that integrate to support the overall customer mission along with a constant focus on process creation and improvement. As part of the leadership team, you will also be responsible for delivering contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. As Deputy Program Manager, you will have full exposure to the breadth of complexity found in portfolio management to continue your growth in the program management profession.

Essential Functions:

  • Responsible for identifying and documenting existing and to-be process flows across all areas of the program

  • Responsible for working with the team following Organizational Change Management best practices to implement to-be processes on the program

  • Leads internal projects supporting program improvement including capital projects and R&D related to space communications

  • Leading and directing cross-functional Integrated Product Team(s) (IPT)

  • Completion and tracking of the Contract Requirements Traceability Matrix

  • Development and adherence to Integrated Master Schedules (IMS)

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools

  • Submission of program performance in internal reporting systems (i.e. IPRS)

  • Coordination of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP)

  • Oversight of Government Property (GFE, CFE, etc.) tracking and management

  • Development and delivery of presentations to customers, management, and other program stakeholders

  • Knowledge and execution of a variety of proposal and contract types (FFP, CPFF)

  • Proposal development / capture planning and strategy

  • Creation, review, and finalization of the program Statement of Work

  • Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.

  • Development of customer relationships and cultivation of customer intimacy

Basic Qualifications:

  • Bachelor’s Degree and 7 years of experience, or Master’s and 5 years’ experience. In lieu of a degree, 11 years of experience will be considered.

  • Active/current TS/SCI required

  • Minimum of 3 years of experience supporting U.S. Government contracts and customers and/or project management in other industries.

  • Demonstrated experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager

  • Demonstrated success leading teams/and or organizations to achieve a common goal

  • Demonstrated success building customer intimacy

  • Ability to travel up to 10% of the time, domestically and possibly internationally

Preferred Qualifications:

  • Experience with CAM role

  • Experience with EVMS.

  • Knowledge of space/ground communication technologies and architectures

  • Experience with cybersecurity or networking

  • Experience with Agile based Systems Engineering Processes

  • Experience with Jira

  • Experience leading new business development as a Capture Manager or Proposal Manager

  • Experience with managing both cultural differences and ways of doing business in countries other than the United States; while ensuring that items, commodities and technologies entering or leaving the United States do so within the proper US legal and regulatory framework.

  • Certified by Project Management Institute as a Project Management Professional (PMP)

  • Certified by Project Management Institute as a PMI Agile Certified Practitioner (PMI-ACP)

Salary Range: $126,600.00 - $189,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
