HSE Advisor
Reporting to:
HSE Manager - Taiwan
Responsible for:
1. Supporting the HSE Team with efficient and effective support service to internal and external customers.
2. Contribute to continuous improvement and good corporate governance of HSE Management requirements; including reporting, HSE advisor and training coordination activities.
Job Function:
Contribute to influence positive attitudes and behaviours that foster a positive safety culture and ensure leadership of continuous improvement in HSE, performance reporting and implementation and effectiveness of IT tools in the project.
Support the HSE Manager to implement HSE requirements for the project. Ensure that processes are in place to ensure the project fulfils its reporting compliance obligations, produce data that influences business decision-making and support partner reporting requirements.
ACCOUNTABILITY:
Accountabilities include, but are not limited to:
Implement monitor and maintain project/site HSE requirements;
- Ensure all activities undertaken on the project or site, comply with applicable Health Safety and Environment related legislation, GBMS, contractual and principal contractor requirements
- Coordinate and guide the implementation of HSE GBMS System and Risk Management Procedures, in consultation with Managers, Supervisors and Employees,
- Ensure all safety hazards, unsafe work practices, incidents, accidents and near-misses are reported following the GBMS Procedures,
- Ensure systems are in place for the implementation of Site Operational Controls,
- Implement timely Corrective/ Preventative actions as required,
- Consult with Safety Representatives and employees on HSE matters,
- Communicate and document all changes to site safety rules, policies or alerts (toolbox meetings)
- Prepare, implement and monitor Project/ Site HSE Management plans,
- Conduct review of Project/ Site HSE Management plans after site accidents or incidents, documenting new control measures as identified from incident reports
- Assist with the development and maintenance of the HSE Check-Safe Planner,
- Prepare/coordinate emergency evacuation procedures, implement drills and review results,
- Conduct HSE Performance Measure Reviews (Workplace Inspections, Observations and Internal Audits) and prepare reports outlining potential risks and areas of improvement,
- Undertake Workplace Inspections of the workplace to ensure adequate housekeeping and risk control measure effectiveness,
- Assist with the assessment and monitoring of Contractor HSE requirements,
- Conduct Project / Site Inductions, verify and document all on-site personnel have the appropriate induction training, competency and licences,
- Ensuring Site Safety Rules and Policies are communicated and maintained,
- Verify and maintain HSE Registers for Site Risk, Plant, Equipment and Hazardous Substances;
- Ensure that Hazardous Substances are correctly identified at each work site and maintain up to date risk assessments and material safety data sheets,
- Ensure Project/ Site Management have appropriate PPE available for Site Personnel relating to Risk and that selection and fit, training and instruction is provided to the user,
- Ensure all Contractors working for /or on Hitachi sites have completed the necessary HSE Contractor Approval Documents before commencement of work
- Ensure all High Risk Activities are conducted in accordance with applicable legislative and company requirements,
- Assist Managers, Supervisors and Employees to conduct and document HSE hazard/ aspect identification, risk/ impact assessment and risk control measures for all work activities,
- Implement or assist with the implementation of control measures to address HSE risk and ensure monitoring and review of control measures for effectiveness is undertaken,
- Communicate and Consult with Hitachi Employees and through HSE Management System tools.
- Assist in team and allocated tasks as required
HSE Accident Incident Management
- Ensure all accidents and incidents are reported and recorded in accordance with company requirements,
- Participate in HSE investigations as required,
- Assist with return to work co-ordination duties, as required,
- Actively participate in HSE meetings,
- Ensure timely corrective and preventive actions are implemented to improve HSE Accident and Incident performance,
Reporting, Documentation and Communication of HSE requirements
- Complete all forms and reports and maintain registers as required by the GBMS,
- Monitor and report on project or site HSE performance,
- Site specific hazards and control measures are documented, monitored and reviewed,
- Prepare and distribute monthly HSE statistical reports and submit by agreed date,
- Prepare Project/ Site safety-related reports and briefs for the Managers and Supervisors, as required.
Continuous Improvement
Contribute to the development of the culture of continuous improvement including:
- Assisting with the implementation of HSE initiatives,
- Continually reviewing and putting forward ideas to improve the processes and procedures.
ACTIVITIES/ TASKS
- Travel to permanent and project sites to conduct activities including but not limited to inductions, inspection and monitoring, training and/ or awareness sessions etc.
- Conduct and evaluate audits of the HSEMS and its implementation for compliance and continuous improvement to ensure it remain effective and current.
- Support the collection of HSE Management System performance data and reporting and provide the HSE Manager and HSE Analyst with reports as defined within area of responsibility.
- Advise, influence and guide workers about Health, Safety, Wellness and Injury Management responsibility to undertake their roles more effectively.
- Facilitate the communication and consultation of necessary HSE information/ lessons learned, across all sites in the region.
- Work will be office based and onsite involving computer use and driving
- Assist in all team tasks and any other identified tasks assigned that may arise as required.
EXPERIENCE:
- 3+ years’ experience as a HSE Advisor in a high risk industry
- Experience in the rail industry is highly regarded
- Experience in a client facing role highly regarded
- A sound knowledge of the relevant State and Codes of Practice is essential
