Role Definition 
Manages a team to identify, recruit, select and place qualified candidates for management, professional and technical positions. Develops and implements recruitment programs. Works closely with the TA Leadership to ensure compliance and adoption of leading practices. 
 
Responsibilities 

•   Directing, motivating and developing staff, maximizing individual contributions and supporting professional growth.

• Expertise in sourcing and hiring technologies such as manufacturing engineering , product design and development , autonomy & automation , embedded systems and order to delivery.

•    Managing recruitment programs; implementing improvements to staffing processes, including sourcing and selection. 
•    Developing recruitment best practices which support the organization's goals and direction. 
•    Working with management to ensure the timely understanding of current and future workforce needs; evaluating and providing advice on these needs. 
 
Skill Descriptors 
Effectiveness Measurement: Knowledge of effective measurement techniques and ability to measure the quality and quantity of work effort for the purpose of improvement.

Level Working Knowledge:  
•    Under guidance, reports measurement results in actionable form to management. 
•    Interprets and analyzes results vs. established benchmarks. 
•    Establishes short-range and long-range improvement goals for own function. 
•    Uses assigned measurements for own function or specialization. 
•    Under guidance, develops action plans to achieve those goals.

•    Creates process flow or work flow diagrams. 
•    Documents types of process decisions and potential impact of each decision. 
•    Identifies and monitors common process bottlenecks. 
 
Influencing: Knowledge of effective influencing tactics and strategies; ability to impact decisions within and outside own organization.

Recruitment Channel Management: Knowledge of the benefit, selection, implementation, and operation of various recruitment channels (e.g., computer databases, Internet recruiting resources, cold calls, media, recruiting firms and employee referrals); ability to use appropriate channels to achieve objectives of organizational talent strategy. 
Level Extensive Experience:  
•    Coaches others on the selection of cost-effective suppliers or service providers for job recruitment. 
•    Advises on how to select appropriate recruitment channels to fill different job vacancies. 
•    Monitors and updates the guidelines and standards for recruitment channel selection to others. 
•    Evaluates the effectiveness of recruiting via recruiting firms and Internet job sites. 
•    Controls yearly budgets related to recruitment channels development and maintenance. 
•    Oversees the alignment of recruitment channel management with recruitment strategies. 
 
Staffing and Recruiting: Knowledge of standards, processes, techniques and methods used in staffing and recruiting; ability to identify, select, retain and relocate qualified personnel, both internally and externally, for a wide range of positions. 
Level Extensive Experience:  
•    Resolves complex problems in the recruiting and staffing processes for various positions. 
•    Facilitates the utilization of recruiting and retention best practices and benchmarking. 
•    Evaluates the effectiveness of current recruiting system, techniques and methods. 
•    Consults on all aspects (e.g. relocation or recruiting) of the staffing process. 
•    Coaches others on staffing for multiple functions or departments in the organization. 
•    Monitors the staffing marketplace and competitive environment. 
 
Workforce Analytics: Knowledge of human resources (HR) and workforce issues and trends; ability to analyze workforce data, information and metrics and apply the results to support business decisions. 
Level Working Knowledge:  
•    Gathers data and conducts research to monitor workforce trends. 
•    Follows policies and standards to measure workforce performance. 
•    Generates reports to senior colleagues to support ad hoc projects and dashboards. 
•    Implements appropriate analytical tools and applications in workforce project operations. 
•    Reports problems that arise in the workforce data collection process.
