The Quality Management and Review System (QMARS) application supports the Beneficiary and Family Centered Care (BFCC) Quality Improvement Organization (QIO) program.  QMARS is a web-based system which allows CMS, CMS-designated contractors, and BFCC-QIOs to document data collected during case review, claim review and other BFCC-QIO processes (including Beneficiary Care Management Program (BCMP) activities).  Data collected in QMARS allows the CMS program to monitor the efficiency and effectiveness of BFCC-QIO review processes, and to identify opportunities to improve the quality of care and services for beneficiaries.

The ideal candidate will have 8 or more years of experience as a customer-facing digital product manager in a cross-functional agile environment, ideally in the public sector, professional services or a highly regulated industry. To be successful, this person must have a deep understanding of the consulting mindset, user-centered prioritization and the ability to build trust with a wide variety of stakeholders in a complex organization. Success requires a candidate who has excellent communication, collaboration and technical product skills. This is a practice expert role, requiring proven experience leading internal and external projects that support innovation and long-term needs to grow both the client’s and Bellese’s business.

Being a Product Manager in the public sector is both challenging and rewarding. With the civic-tech movement at its early stages, Product Managers can play a vital role in shaping the movement and guiding it towards a direction where policy and technology can work hand-in-hand to create inclusive and easy to access digital services.
