Northrop Grumman Mission Systems (NGMS) sector is looking for a Manager Programs 2 to support the Production Program Management Office (PMO) in our F-35 Radar Production Operating Unit (OU) within the Tactical Fighters Business Unit (BU) in Baltimore, MD. The F-35 OU is one of the largest OUs in the AMS Division and has a unique range of cutting-edge technology programs spanning development to production, while operating in a challenging and fast-paced environment to bring needed capability to the Warfighter.

What You’ll Get to Do:

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. 

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include but are not limited to cultivating customer relationships and intimacy to develop further opportunities within the customer community. Additional responsibilities include and are not limited to:

  • Support production program organization as a Deputy Program Manager, that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
  • Manage key affordability projects to drive efficiencies in engineering, supply base, manufacturing, and test & integration.
  • Support of measuring and reporting program or NCTA (Non-Contract Technical Activity) performance.
  • Effectively communicate progress to customers, senior leadership and companywide audiences.
  • Manage Government/customer supplied property or information (GFE, CFE, etc.)
  • Manage suppliers to meet program objectives.
  • Executing assigned programs in coordination with project engineers, operations, contracts, and financial personnel in project execution.
  • Identifies program problems and determines solutions, including the creation and execution of return-to-green (RTG) plans.
  • Works closely with leadership to ensure full compliance with Division, Corporate, and Government policies.
  • Support the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Coordinates the preparation of proposals, capture plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

Basic Qualifications:

  • Bachelor’s degree and 9+ years' or a Master’s Degree and 7+ years of experience supporting U.S. Government contracts or project management in other industries (Note: An additional 4 years of applicable work experience may be substituted for a Bachelor's degree).
  • Experience with Earned Value Management and the associated tools/systems.
  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as the project or technical lead.
  • Demonstrated experience managing communications with stakeholders.
  • Demonstrated ability to proactively identify and solve complex problems across all levels of a program.
  • Experience in monitoring/controlling program plans, cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
  • Must possess strong organization and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.
  • Ability to travel as required.
  • U.S. Citizenship.
  • Active U.S. DoD Secret Clearance (adjudicated within the last 5 years) and the ability to qualify for access to Special Access Programs (SAPs) after starting with the ability to work on-site in classified areas.

Preferred Qualifications:

  • Active U.S. DoD Top Secret clearance and the ability to qualify for access to Special Access Programs (SAPs).
  • Demonstrated success leading teams/and or organizations to achieve a common goal.
  • Prior experience supporting sensor system, technology, development or production programs, operations management, knowledge of RF system products, capabilities and enabling technologies.
  • Project management experience in engineering, finance, logistics, operations, or supply chain/subcontracts management.
  • Bachelor’s degree in engineering or master's degree in business administration (MBA) with three years’ experience supporting Department of Defense (DoD) and/or Government contracts.
  • Prior experience with Earned Value Management (EVM) and MS Project.
  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
  • PMP Certification.
  • Experience in Enterprise Resource Planning (ERP) and/or Material Requirements Planning (MRP) systems.

Salary Range: $145,000.00 - $217,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
