Job Summary
Our TYLin Water Sector is seeking a Sector Manager to lead our Northwest (Bellevue, WA) operations who will be responsible for expanding a sustainable operation consisting of planning, design, and construction services for municipal water, wastewater, and stormwater infrastructure and facilities. This includes providing leadership, business development and strategic marketing, client relationship management, project delivery, and recruitment and retention of key staff. The successful leader will be familiar with the Northwest market, a self-starter with well-established contacts, and have demonstrated success in a relevant client development enterprise.
Responsibilities & Qualifications
RESPONSIBILITIES
Leadership
- Be a leader within the water industry, maintaining strong relationships with existing and targeted clients to enable a deep understanding of their needs. Promote a client focused culture through this leadership.
- Oversee and direct scheduling for the Water Sector within the Mid Atlantic area to ensure that target utilization rates are achieved.
- Oversee collection of accounts receivable for the area to ensure days sales outstanding target is achieved. Ability to resolve invoice disputes amicably and favorably, where necessary.
- Represent the Water Sector at trade associations, civic, and client meetings, as required.
- Provide ethical, creative, collegial, and common-sense leadership that ensures the successful operation of all Water Sector services within the Mid Atlantic area.
Recruiting/Retention
- Leads and develops high performing team members and teams. Maximizes engagement and retention, demonstrating leadership of TYLin’s core values, and fostering an inclusive environment where people succeed and fulfill their potential.
- Identify staffing needs.
- Prepare position descriptions.
- Identify and recruit candidates.
- Review candidate resumes and perform interviews.
- Maintain staff morale.
- Perform annual performance reviews.
- Make salary and bonus recommendations.
Business Development/Marketing
- Research and identify water market growth opportunities in the area.
- Develop, implement, monitor, and update marketing/business development plans with short- and long-range goals.
- Develop and implement solution-oriented sales approaches detailed to customer market and requirements.
- Work with other Sector Managers, Growth leaders, and Project Managers to develop strategies for cultivating prospects and obtaining work.
- Engage with Sector Leader in making go/no-go decisions on project pursuits.
- Identify competitors’ strategies and pricing trends, and then provide direction on work winning and next steps.
- Manage pursuits, including teaming, proposal writing, and preparation of formal interview presentations.
- Manage the business development process; qualify upcoming projects fitting for the market.
- Lead marketing strategy planning meetings.
- Develop, manage, and maintain relationships with clients and prospects that result in new business opportunities.
- Champion and drive business development efforts in the marketplace to achieve agreed upon annual growth goals.
- Responsible for achieving agreed upon annual sales goals.
- Responsible for achieving new client targets included in annual sales plans.
- Responsible for assuring quality work products are consistently delivered to all strategic clients.
Project Delivery
- Serve as Project Principal or Project/Program Manager on major pursuits.
- Perform regular operational review of on-going projects.
- Prepare/approve Quality Assurance Plans for projects.
- Prepare staffing plans and workload projections.
QUALIFICATIONS
- Requires Bachelor’s Degree in Civil Engineering related field and PE licensure required.
- The ideal candidate will have approximately 14 years of increasingly responsible experience in a similar Leadership function for an A/E/C firm or in an agency leadership position.

TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of $128,00.00-$230,400.00 annually for this position and local market.
