The Enterprise PMO Project Manager 3 serves as the Senior Project Manager on projects and programs for the VCU Health System. This job collaborates with organizational leader to provide clear project vision, value and deliverables to achieve Health System goals and ROI.

This role partners with business stakeholders to develop clear project plans, define project metrics and report on project status and results. Provides independent, analytical, and programmatic support for the health system’s strategic initiatives.

Essential Job Statements


Performance Expectation: Plans and Executes Projects and Programs

Given the scope of complex projects or small to medium sized programs; leads the completion of the required activities and documentation for: 

  • Scope management 

  • Schedule management 

  • Quality management 

  • Human resources management 

  • Communication & stakeholder management 

  • Risk management 

  • Change management 

Defines and structures project, program, or portfolio scope and objectives. 

Develops detailed work plans, schedules, project estimate, resource plans, and status reports for the most complex enterprise undertakings.

Ensures adherence to EPMO quality standards and reviews project deliverables. 

Develops and delivers progress reports, to senior leadership. 

Manages the integration of vendor tasks and tracks and reviews vendor deliverables. 

Performance Expectation: Measures, Track & Reports on Project, Program, and Portfolio Status & Results 

Recommends and takes action to direct the analysis and solution of problems. 

Applies expert knowledge in managing complex multi-phased projects in academic hospital environment. 

As needed, partner with business to develop ROI to forecast revenue/expenses associated with the effort. 

Performance Expectation:  Miscellaneous Responsibilities 

May act as EPMO lead as directed by Leadership. 

May partner with multiple internal and external PMs on any given effort. 

Serves as a mentor to junior staff. 

Ensures responsibility and visible commitment of diversity equity and inclusion programs/initiatives through collaboration and implementation of initiatives across the health organization.

Employment Qualifications


Required Education: 

Bachelor’s Degree in Business, Statistics, Healthcare Management or related field from an accredited program

Preferred Education: 

Licensure/Certification Required: 

PMP certification  

Licensure/Certification Preferred: 

Training / experience with Lean, Six Sigma Green Belt or Black Belt certification 

Minimum Qualifications 

Years and Type of Required Experience 

Minimum seven (7) years of progressively responsible positions in health care managing multiple projects in a hospital setting. 

Other Knowledge, Skills and Abilities Required: 

  • Strong analytical and critical thinking skills in order to implement process improvements, problem solve, and develop sound recommendations.

  • Experience in managing large complex cross-functional projects including planning and organizing work to achieve project and organizational objectives.

  • Experience managing multiple concurrent projects or multi-track programs using project management practices and methodologies and process improvement techniques.

  • Experience in financial management, modeling, forecasting, and budgeting.

  • Strong project management and business analysis skills, including the ability to interpret business needs, translate needs to application and communicate via business process improvement techniques.

  • Strong facilitation and interpersonal skills with the ability to lead, delegate, and influence.

  • Ability to communicate effectively with a wide variety of key stakeholders, including patients and families, hospital administrative staff, clinicians, and external vendors/contacts.

  • Ability to plan, organize, and influence the work of others in order to achieve project and organizational objectives.

  • Ability to manage change, shifting business priorities, demands and timelines.
