What You Will Do:
- Serve as primary Subject Matter Expert (SME) through which program offices communicate information technology (IT) resource needs, challenges, and future plans to the Office of the Chief Information Officer (OCIO)
- Analyze and evaluate mission-critical programs and their operations' effectiveness of IT investments and provided actionable insights for senior officials' decision making regarding the Agency's IT budget lifecycle
- Review and evaluate IT portfolio investment data, budget estimates, and risk management to advise senior management and program offices on effectives management of IT resources base on the Office of Management and Budget (OMB) IT Collect schema guidance and Technology Business Management (TBM) Taxonomy Version 4.0
- Manage the collection, review processes, validation, and execution of a multi-billion dollar IT portfolio to OMB, in alignment with the submission of an agency's annual budget request in adherence to OMB and General Accounting Office Requirements
- Manage Major IT investments' risk and project performance metrics data to identify baseline deviations from planned schedules, budgets, and performance metrics; Communicate IT investment project and performance metrics change requests and justifications to IT Portfolio Managers when deviations are identified, ensuring alignment with project objectives and agency goals
- Lead reviewer of IT investment portfolio data to include budget forecasts, risk management, project and operational performance during analysis and evaluation of the Agency's monthly CIO Risk Rating Scoring submission
- Provide comprehensive responses to the Office of the OCIO senior management in response to General Accounting Office audits concerning the Agency's IT portfolio
- Communicate and collaborate with Departmental Elements' contractors, supervisors, top level managers and senior officials to provide recommendations to correct designation issues on IT investment data when creating new IT investment in Folio to adhere to the Agency's IT Acquisition Process
- Lead the quarterly collection, consolidation, and analysis of planned, obligated, and actual costs from all Departmental Elements housing High Performance Computers (HPCs)
- Manage the production of ad hoc presentations and analyses, including CIO site visit presentations and cyber spend cross cut analysis report
- Lead and evaluate IT investment data (descriptive, budget estimates, risk management, performance, operational metrics, contract and continuous diagnostic systems) entered into the Agency's Folio web-based application to ensure data meets the Agency submission objectives and requirements
- Produce individual Program Office/Departmental Element IT Portfolio analysis workbooks and identify gap analysis/data discrepancies and issues to provide recommendations on alternatives and resolutions to IT Portfolio Managers
- In addition to playing the lead role on IT Portfolio Investment and Reporting workstream, provide oversight to other project workstreams related to TBM and Cloud FinOps as well as lead efforts to integrate efforts across workstream
- Perform Project Management functionalities for mid-sized project to include schedule management, risk management, financial reporting and mentorship of junior employee
- Potentially assume lead role on other relevant engagements captured by Guidehouse
What You Will Need:
- US Citizenship and the ability to obtain and maintain a Federal Public Trust
- Bachelor’s degree
- 7-9 years relevant post-graduation professional experience excluding internships, co-ops, research work, and fellowships
- Experience in Department level IT Portfolio Management
- Experience with IT Investment and Project Performance Evaluation
- Experience using Folio Software
- Experience with Capital Planning and Investment Control Federal Reporting
- Proposal writing experience including budget development and managing proposal timeline with a variety of subject matter experts providing input.
- Familiarity with Technology Business Management and Cloud Financial Operations
- Experience leading a small team to include leadership responsibilities like mentoring junior employees, reporting project financials, maintaining project schedule, and identifying and managing project risk
- Ability to travel as needed
- Ability to work onsite in a Guidehouse Office or Client Office location
What Would Be Nice To Have:
- Preference will be given to candidates residing within reasonable driving distance of Guidehouse Office or Client Office location
- Project Management Professional (PMP) Certification
- Relevant Certifications such as Technology Business Management (TBM), Cloud FinOps, or Certified Cloud Practitioner
- Intermediate Level Knowledge of PowerBI for data visualization
- Folio Administrator experience

The annual salary range for this position is $144,400.00-$216,600.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
