The Opportunity:
CACI is currently looking for an experienced Program Financial Analyst to join our Mission Support & Engineering Services Finance team. This role requires a TS/SCI POLY and will require you to be on site 5 days a week in Annapolis Junction, MD.
The Program Financial Analyst (PFA) is responsible for all program financials, including management and review of cost, funding, labor charging, and all forecasting and internal reporting. The PFA will operate as a single point of contact to the PM for all finance and accounting issues, more specifically:
- Compile, interpret, and report program financial and other statistical data; prepare financial presentations, monthly reports, forecasts, variance analysis, estimates at completion, and other materials to support the Program Manager and the client.
- Create and analyze large spreadsheets, multi-year financial plans, reports, briefing charts, and other documents within prescribed timelines for presentation to the client or Management and assisting the Program Finance Manager coordinate between customer and corporate reporting.
- Continually seek out cost control improvements as well as process enhancements to streamline the project financial recordkeeping and reporting to ensure good stewardship of client funds while providing the Program Manager with information needed to achieve project goals within budget and schedule parameters.
- Prepare Limitations of Funds Letters (75% Letters) for Contracts and Program Manager as needed and make recommendations for funding allocations, movements, and de-obligations to maximize the use of existing funds.
- Attend the monthly Project Review Meeting (PMR).
- Review all project costs to ensure accounts and cost allocations are correct and coordinates adjustments or corrections when needed. Review all subcontractor invoices and timecards for both employees and subcontractors for accuracy and completeness.
- Coordinate production of prime invoice and produce detailed backup documentation to include costs incurred in the month, but not billed (accruals).
- Work collaboratively with other functional support personnel (contracts, subcontracts, HR, etc.) to support the program manager with other complex contract, project or business-related tasks.
- Comply with financial controls, procedures, system requirements, and forecasting techniques, as directed, to evaluate contract/program status and ensure compliance with government and customer requirements.
- Monitor progress of program requirements and cost performance against plans to ensure contractual cost obligations are met.
- Conduct financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.).

Required Skills:
- Bachelor's Degree or equivalent experience
- A minimum of 7 years of related work experience to include 3+ years of program control OR financial management
- Intermediate MS Excel skills with large data sets to perform analysis and monthly manual spreadsheet report in support of monthly financial deliverables
- Ability to work with multiple support functions (contracts, procurement, accounting, etc.)
- Good foundation of accounting principles to include cost collection, revenue recognition, Estimate at Complete (EAC) lifecycle, invoicing, and unbilled reconciliation
Desired Skills:
- Demonstrated capacity for function writing, scripting, programming in any language
- Knowledge of Costpoint, SmartView, and COGNOS

The proposed salary range for this position is:
$85,800 - $180,200
