About the Position

As part of the Building Evidence for Decision-Making (BE4D) Activity, USAID/Tajikistan has requested to design and conduct a performance evaluation for the USAID Learning Together Activity (LTA). The goal of USAID LTA is to improve basic education skills for primary children in grades 1-4, with a particular focus on improving reading comprehension, critical thinking skills, and math. There are three major activity components: 1) Improving instruction and availability of supplemental materials related to reading subjects, 2) Improving instruction and availability of supplemental math materials, and 3) Increasing government capacity to develop and implement cohesive primary education policies and programs.

This performance evaluation aims to assess the relevance and quality of selected USAID LTA interventions, with a focus on the first two activity components: improving instruction and availability of supplemental reading, math, and socio-emotional learning (SEL) materials. These components included: reviewing and updating the standards and syllabus for reading, language, and math in grades 1-4, updating the textbooks for reading, language, and math in grades 1-4, and providing an in-service teacher training package.

The evaluation will help determine if interventions were implemented as they were intended and the extent to which they added value to the existing educational system in Tajikistan. The evaluation may also inform future education programming for USAID/Tajikistan. We will share the findings of the performance evaluation, lessons learned, and challenges with different stakeholders including the Ministry of Education and Science (MoES), the USAID/Tajikistan Mission, the Local Education Group (LEG), and will upload the final report on the USAID Development Experience Clearinghouse (DEC) for public access within 15 days of report completion.  

Responsibilities

The Logistics and Data Coordinator will provide logistical support to the USAID LTA Performance Evaluation in Tajikistan. Logistical support may include arranging transportation, including ground travel, vehicle rental, etc., ensuring proper materials and equipment are in place ahead of data collection, coordinating venue rentals and accommodations, liaising with the evaluation team and vendors to ensure data collection runs smoothly, interview scheduling and note taking as well as any other logistical needs. The data collection period will take place approximately August 26 – September 13, 2024 across four regions in Tajikistan.

  • Schedule key informant interviews (KIIs) and focus group discussions (FGDs) with stakeholders within Tajikistan
  • Coordinate ground travel to different regions for evaluation team
  • Obtain quotes and work with vendors on various procurements.
  • Travel within Dushanbe, Tajikistan and surrounding regions for in-person data collection (KIIs, FGDs, etc.), maintaining compliance with federal travel regulations and Dexis travel policies.
  • Assist in qualitative and quantitative data analysis efforts if LOE allows
  • Maintain regular communication with the Project Management Unit (PMU) regarding overall project progress, fieldwork logistics, and requests from USAID
  • Manage the data collection schedule and contact logs.
  • Participate in KII and FGD note taking.
  • Print data collection tools and documents ahead of start of data collection
  • Upload audio recordings from KIIs and FGDs to designated web folder for PMU to send for transcription
  • Identify possible complications as early as possible and work with Dexis to proactively identify solutions
  • Other related tasks, as they arise

 

Deliverables:

  • Provide daily status updates via email to Program Managers and Team Lead
  • Submit interview schedules, notes, and communication logs to the evaluation team and Dexis
  • Submit documents for required procurements within necessary time frame, which will be laid out via email
  • Submit all receipts and expense report at end of period of performance to assist Dexis with reconciling expenses
