ACCIONA in its Concessions Business Line is looking for a Business Development & Bids Analyst to work infrastructure projects under PPP schemes.

Job Description

Implement the parts of the project assigned within his/her unit/department, in accordance with the procedures, in order to ensure lead times are met and that the required resources (human and material) are coordinated, helping to bring significant improvements to the project.

Responsible for preparing the bids submitted by the company to the tenderee or to sellers/manufacturers in the case of requests for quotations. Coordinates the team within the Concessions to determine the price and term of the work, among other aspects of contractual character, which will be binding for the company and its partners during the contractual period or until the asset is sold. The Tender Manager must find out immediately about all tenders that are announced on the market within the company’s field of activity and select the corresponding tenders.

Mission: We are seeking a Business Development & Bids Analyst to join our U.S. Business Development team. The ideal candidate will support the pursuit of strategic infrastructure and concession projects through market research, proposal coordination, and stakeholder engagement. This role is ideal for someone with a strong understanding of public procurement processes, exceptional organizational skills, and an interest in contributing to impactful projects across the country.

Key Responsibilities:

Business Development

  • Support the identification, tracking, and evaluation of new business opportunities in the U.S. infrastructure and concessions market.

  • Conduct market intelligence and competitive analysis to inform strategic decisions.

  • Assist in partner and stakeholder mapping, relationship tracking, and business case development.

  • Prepare briefing notes, market reports, and presentations for internal and external use.

  • Maintain and update opportunity pipelines, CRM tools, and strategic pursuit trackers.

Bids & Tenders

  • Contribute to the preparation of EOIs, RFQs, and RFPs for P3 and long-term concession projects.

  • Coordinate and gather inputs from technical, legal, financial, and operational teams.

  • Manage submission schedules and ensure all deliverables meet client requirements and internal quality standards.

  • Support compliance matrices, content templates, and proposal formatting across submissions.

  • Organize and maintain bid libraries, partner documentation, and due diligence materials.

Required Skills and Competencies

Qualifications

  • Bachelor’s degree in Engineering, Business, Economics, or related fields.
  • 2–4 years of relevant experience in business development, bidding/tendering, project development, or infrastructure consulting.
  • Solid understanding of U.S. procurement processes and/or concession/P3 frameworks.
  • Excellent research, writing, and communication skills.
  • Proficient in Microsoft Office (especially PowerPoint and Excel); knowledge of CRM or bid management tools is an asset.
  • Strong organizational skills and the ability to work under pressure and meet tight deadlines.
  • Collaborative mindset with a high level of attention to detail and ownership.

Preferred Qualifications

  • Previous experience in infrastructure, transportation, or energy sectors.
  • Exposure to multidisciplinary teams in a project-based environment.
  • Familiarity with design-build-finance-operate (DBFO) models or infrastructure finance.
  • Additional languages (e.g., Spanish or French) are a plus but not required.
