The Regulation Lead is responsible for risk management strategy across the U.S. to effectively identify and mitigate end-to-end regulation adherence risks for assigned regulation.  The Regulation executive reports into the USPBW leadership team, with a direct reporting line to the Head of Regulatory Risk. She/He oversees coordination across sectors and regions where applicable to drive franchise-wide adherence to regulatory obligations. The Regulation Lead is seeking Governance assistance, regulatory experience, and data analysis expertise supporting UDAAP, REG B, ADA, FHA, FCRA, and Elder Abuse.

This role is to support the ongoing evolution of UDAAP, REG B, ADA, FHA, FCRA and Elder Abuse Regulatory Governance. UDAAP, REG B, ADA, FHA, FCRA AND ELDER ABUSE is applicable to 8 businesses in the U.S. in both the PBWM as well as ICG. Initiatives will consist of firm wide initiatives including but not limited to regulatory remediation, data analytics and reporting, strategic initiatives / process reengineering or other cross business programs. This role will have one or more direct reports supporting governance activities.

This is a highly visible role that will require superior project management skills, deep business knowledge, broad connections across all businesses as needed, excellent verbal and written communication skills, and regulatory knowledge. Executive level communication will be required as well as regulator direct communication. Candidates must have experience in complex problem solving, working across multiple businesses, documenting corrective action plans, designing controls and key risk indicators.

This role will direct large and multiple teams of professionals who do not directly report to it. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Excellent communication skills required in order to negotiate internally, often at a senior level.

Key Responsibilities

  • Actively participate in the evolution of UDAAP, REG B, ADA, FHA, FCRA and Elder Abuse Governance
  • Provide reporting and analyze data across all relevant businesses and their specific processes
  • Establish and follow clear escalation paths to raise UDAAP, REG B, ADA, FHA, FCRA and Elder Abuse concerns as appropriate
  • Actively partner with HPI, 2nd and 3rd Lines of Defense
  • Engage and oversee complex and critical UDAAP, REG B, ADA, FHA, FCRA and Elder Abuse related issues across multiple lines of business to ensure accurate and timely closure
  • Help develop and manage appropriate forums for risk escalation and regulatory reporting, including developing accurate & timely updates on risk reduction activities, identifying & reporting on areas of emerging risk, & developing coherent narratives supporting Citi’s on-going commitment to regulatory compliance related to applicable regulations.
  • Develop materials and facilitate our Executive and Governance forums/touchpoints; attend business – level Governance Forums as well as Executive Steering Forums
  • Applies comprehensive understanding of concepts and procedures within own area and basic knowledge of other areas to resolve issues that have impact beyond own area.
  • Maintain awareness of business processes, dependencies and use of 3rd and 4th parties
  • Maintains appropriate staffing requirements to meet operational needs.
  • Exercises shared responsibility for budget, policy formulation and planning.
  • Manage UDAAP, REG B, ADA, FHA, FCRA and Elder Abuse regulatory scorecards to meet all deliverables/commitments

Qualifications

Knowledge and experience

  • Bachelor's degree or equivalent experience in business required.
  • Track record of exceptional performance
  • 10 years minimum related experience
  • Deep knowledge of Regulatory requirements, common pitfalls, and industry standards
  • Prior experience in control design and ongoing program governance post execution
  • Prior experience in MRA remediation and regulatory interaction desired
  • Prior experience with regulatory exams and audits

$141,440.00 - $212,160.00
