AIM Roads, a division of Acciona Infrastructure Maintenance, is the Road Maintenance Service Contractor awarded the contract bid under the BC Ministry of Transportation, providing road services across the Okanagan. The Operations Manager is responsible for the overall delivery of the Road operations within their designated area within the identified Service Areas.

This vacancy is located in Service Area 13, which covers territory north of Lake Country up the Okanagan valley to the North of Kamloops; with 7 distinct yards, 2 Mechanic Shops, and the Head of Operations in rural Armstrong. Relocation assistance is available for out of town candidates.

Job Description

Leadership

  • Continually act as a resource for all other Team Members.
  • Coach, mentor and guide the other Team Members, particularly the Union Employees, Foremen, Superintendents and, Health and Safety Supervisor, and Quality Assurance in their overall development and understanding of the Road Maintenance industry and Road Maintenance practices.
  • Have a strong understanding of the Maintenance Contract, Specifications and the QMS and effectively communicate this understanding to the other Team Members.

Operations

  • Annually, with assistance from the other Team Members, develop a Quantified Plan (QP) for submission to MoTI.
  • In developing the QP, consider all inputs including, but not limited to: total resources available (in-house labour and equipment), stakeholder needs, financial performance, unit- cost pricing, overall budget/financial needs.
  • Ensure that all resources are available for other Team Members to ensure their ability to achieve the QP.

Financial:

  • Overall ensure the company remains financially viable by making sound and defensible business decisions.
  • Strong understanding of the budget process, Explorer, work reporting, and basic accounting processes, including General Ledger Codes, Matching Principal, P/L reports.

Annually:

  • With the assistance of the other Team Members, develop an operational budget based on expected accomplishments and anticipated costs. Submit this budget to the General Manager for review and approval.
  • Calendarizes the above budget to reflect the anticipated timing and scheduling of all activities.

Seasonally or Quarterly:

  • Quarterly, or more frequently as required, adjust the calendarization of the budget to reflect actual accomplishments and timing of activities.

Monthly:

  • You will be part of the task team developing the processes and procedures related to various projects, including job costing.
  • Create Job cost reviews of all activities of the previous month to ensure accurate job costing, allocation of resources and materials and accurate work reporting. Follow up on all job costing discrepancies with the appropriate Team Member.
  • Complete a review of previous month’s job costing discrepancies and follow up to ensure completion.

Stakeholders:

  • Complete seasonal winter stakeholder meetings.
  • Complete other seasonal or other stakeholder meetings as required.
  • Maintain regular and ongoing effective communication with MoTI and other key, identified stakeholders.

Health and Safety:

  • Know and understand all Health and Safety Regulations, internal policies and procedures.
  • Show leadership by example in regards to all health and safety initiatives.
  • Ensure that all Health and Safety Regulations and Policies and Procedures are followed.
  • Review all incident investigations prior to submission to the General Manager.
  • Participate in incident investigations as required.

Labour Relations:

  • Know and understand the Collective Agreement (CA) and understand your management rights.
  • Teach and mentor other Team Members in their understanding of the CA.
  • Make sound business decisions based on this understanding. Limit the risks and liabilities of incorrect interpretations.
  • Identify areas of concern in the agreement and develop strategies to mitigate these concerns and develop strategies and options for future bargaining.
  • Investigate employee issues and where appropriate apply proactive performance strategies and under the guidance of HR, disciplinary action.
  • Provide recommendations to HR Manager and General Manager on the resolution of labour relations issues and grievances.
  • Assist the General Manager in collective bargaining.

Required Skills and Competencies

Knowledge, Skills, and Abilities::

  • Individuals may be required to travel within Canada and elsewhere as directed

Experience & Qualifications:

  • More than 7 years’ experience in the successful delivery of maintenance services or other service-related construction industries, including the direct supervision of employees, contractors, subcontractors and suppliers.
