The Business Risk and Control Sr Group Manager – Technology and Data lead manages multiple teams through other managers. Excellent communication skills are required to negotiate internally, often at a senior level. Responsible for supporting enterprise and executing functional strategy in areas managed. Accountable for end results and contributing to the future strategy of the area. Impact reflects size of team managed, strategic influence on the business and interaction with other functions or businesses. Full management responsibility for multiple teams, including management of people, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations. Involved or responsible for diverse (cross-discipline) activities. A direct report to a Managing Director C16 role and function as an integral member of the functional leadership team within a country/site location, job family, or line of business.

The Technology and Data lead role is focused on Implementing coverage of Data / IT Compliance capabilities to drive data quality control obligations mandated by the Citi Data Governance Policy and Standard for safe and sound Model and End User Computing (EUC) landscape practices through a comprehensive first-line framework, and governance and controls activities, including the formulation of the strategy across the Model and EUC Lifecycle. The role operates in partnership with stakeholders (e.g., Finance businesses, Technology, Risk, Model Risk Management (MRM), etc.) to harmonize transformation efforts with Central Governance Model-Lifecycle activities; EUC remediation; and adherence Policies across all Finance functions.

The role spans across all Finance Model  and EUC workstreams: Governance, Inventory Management, Framework, Issue Management and Reporting. Deliverables include, but are not limited to, managing Governance forums, providing Model Life Cycle-based reporting, working with Data and Technology teams to design modeling capabilities and the management of Finance Inventory Attestation. The role is responsible for the execution of the target state Business-as-Usual Finance processes related to models/EUC to support the mission and to adherence to the Compliance and Quality controls. 

Responsibilities

  • Drive compliance with Citi Data Control Standard through the successful adoption of Enterprise Chief Data Office (ECDO) mandated 14 data quality controls – assess current state data quality controls against ECDO mandated data quality controls and identify control gaps; create a plan to remediate control gaps; drive remediation of identified control gaps and record these controls in Manager's Control Assessment (MCA); establish ongoing monitoring of data quality controls
  • Compliance with the data quality control obligations mandated by the Citi Data Governance Policy and Standard
  • Accountable for determining adherence to Data Risk principles and mandates through – establishing communication processes and cascading Data Risk related information within Finance; developing processes to monitor, report and mitigate on challenges associated with Data Risk; escalating risks and or issues related to Data Risk to the ECDO; execute on the plan in conjunction with the ECDO to bring Data Risk within appetite;
  • Support compliance activities for the Finance Federated Chief Data Office (FCDO) Assessment Unit including identification of inherent risk and monitoring controls
  • Manage implementation within teams to identify, assess, escalate, and manage risk exposures across Risk Categories (Operational Compliance, Strategic, Reputational, etc), including material, emerging and concentration risks in accordance with enterprise Policies and the establishment of Key Indicators to monitor risk exposures
  • Manage and report on Risk Appetite and monitor / assess exposures against in accordance with enterprise requirements (if applicable)
  • Oversee the process to identify, assess, record and response to Model Risk events, ensuring these are captured accurately, timely and in accordance with requirements
  • Determine approaches to ensure adequate governance and training are in place to support management of Risk profiles
  • Support operational risk scenario analysis and stress testing for Operational Risk Capital requirements
  • Manage risk and control assessments or coordination for programs within various risk stripes and ensure sufficient subject matter expertise exists to enable management of these risks within the Business (e.g., third party, fraud, sanctions etc) (if applicable).
  • Oversee that risk and control responsibilities and accountabilities are embedded within First Line Units (FLU), including providing training and leading by example
  • Manage the implementation of standards and procedures that conform to enterprise requirements and support sound model risk management
  • Apply knowledge of the business, products or services to identify and implement control points and processes throughout the business
  • Support issue root cause analysis, partnering with control and process owners to develop holistic corrective actions and improvements, provide check and challenge for appropriate escalation in accordance with Issue Management and Escalation Policies and Monitor Path to Satisfaction (Green)

EUC Governance 

  • Provide governance and monitoring for adherence to EUC policies and procedures
  • Lead and manage BoW for EUC remediation, including  EUC-level documentation
  • Manage  exams, reviews and audits across Finance
  • Coordinate delivery of Regulatory Business Completion Milestones (RBCMs) and deliverables across Finance

Finance Model Governance:

  • Establish the 1st Line of Defense (LoD) Model Governance Forum’s Charter, Scope, Responsibilities, Participants, Frequency and Escalation path Satisfaction to Governance Committees (e.g., Finance Business Risk and Control Committee,  MRM & Senior Committees)
  • Manage and mitigate 1st LoD model risk and maintain model hygiene
  • Actively facilitate timely stakeholder responses for Model Risk Management activities
  • Coordinate the remediation of Finance-wide MRM Policy Breaches and Dispensations

Finance Model Framework

  • Assist in the lead of governance and the facilitation of the execution of the Manager Control Assessment (MCA, i.e., Risk & Control Self-Assessment) as required by the MCA Standard, including the assessment and appropriate approval of risk associated with business changes 
  • Oversee the timeliness, accuracy and completeness of the MCA through controls prior to the execution of a process (QC)
  • Assure adherence to the MCA Standard through controls after the execution of a process (QA)
  • Establish Framework for consistent application of Procedures & Guidelines across Finance Organization
  • Oversee adherence to MRM processes, controls and compliance with model governance policies and procedures
  • Provide user training for Procedures & Guidelines
  • Establish Model Strategy for Quantitative/Qualitative Model Development Centralization
  • Prepare Quarterly Inventory Confirmation for BAU Quarterly processes (i.e., Business Planning Models)
  • Participate in regular Management Control Assessment (MCA) Process and Qualitative Model Oversight
  • Review and challenge, within the FLUs, the effective design and management of controls to mitigate risks as required by the Control Standards, including implementation and operation, conducting the control monitoring, handling deficiencies, and escalating issues for resolution

Qualifications

  • Minimum of 15+ years in financial services along with demonstrated experience working across Finance businesses (e.g., Treasury, Financial Analysis & Planning, Tax, Controllers, Capital Planning, etc.) and managerial experience
  • Experience of working with Model Risk Management
  • Experience managing teams with broad accountability in a complex environment.
  • Ability to work effectively in a cross-functional organization
  • Proven track record and accountability in making decisions that have an immediate impact on business financials
  • Ability to balance strategic priorities with tactical actions
  • Bachelor’s/University degree in Economics, Finance, Engineering, or technology-oriented disciplines or equivalent experience, potentially Masters degree and managerial experience
  • Program/Project Management, leadership and organizational skills
  • Demonstrated analytical skills, including the ability to synthesize quantitative and qualitative models
  • Change agent mentality to drive for process enhancements and simplification; demonstrated ability to lead projects
