Northrop Grumman’s Space Sector is looking for a Program Manager 2 to be the lead in charge of delivery of the Active Thermal Control System for HALO interfacing with subcontractors.

The Program Manager will be responsible for all cost, schedule and technical performance of the Active Thermal control systems of HALO aligned to the subcontracted efforts. The Program Manager will be accountable to ensure that all technical requirements are met, while meeting cost and schedule commitments. The Program Manager will direct the efforts of the supplier management team consisting of a Cognitive engineer, Supplier Contract Administrator and Supplier Performance Specialist while coordinating with their CAM, IPT, Integration and Test, Business Management and Scheduling.

The Program Manager will report to the HALO Deputy Program Manager and will provide regular status on Subcontract performance to NG program management, IPT lead and the NASA customer. In particular, the Program Manager will assist the IPT lead to ensure spacecraft thermal needs are met to produce a compliant design within cost and schedule constraints.

The primary location for this position is Dulles, VA. The position will require regular travel to vendor and other sites. A successful candidate will have experience in management of spacecraft vehicle design and integration efforts, program management, risk management, and have strong organizational, technical, and programmatic skills.

Primary responsibilities include but are not limited to:

  • Leading and directing the cross-functional Supplier Management Team (SMT) to meet program cost, schedule and technical performance objectives.

  • Measuring and reporting vendor program performance.

  • Delivering presentations to customers, executive management and other program stakeholders.

  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

  • Coordinating the identification, distribution, tracking, and completion of Subcontract requirements.

  • Management of the Subcontract baselines – including subordinate elements of the Subcontract.

  • Work with CAM & IPT for Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

  • Managing suppliers to meet program objectives.

  • Adherence to all internal processes, policies, and applicable industry standards.

  • Ensuring the SMT understands and adheres to contract scope, and manages change through control board activities .

  • Conducting risk & opportunity management practices including identification, mitigation and realization.

  • Travel to supplier site up to 50%.

Basic Qualifications:

  • Bachelor’s Degree and 8 years, or Master’s and 6 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries.

  • 3 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

  • 2 years of demonstrated success leading teams/and or organizations to achieve a common goal.

  • Familiarity and application of NG program management processes, tools, and programs.

Preferred Qualifications

  • Familiarity with thermal control systems including pumped coolant loops and thermal radiators.

  • Familiarity with Class A space missions and spaceflight hardware design & integration.

  • Experience with Firm Fixed Price contracting and change management.

  • Business Acumen:  The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance. 

  • Planning, Scheduling & Earned Value:  The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.

  • Program Integration:  The ability to identify, orchestrate, coordinate and controls the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.

  • Resources:  The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.

  • Risk & Opportunity:  The ability to address program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.

  • Scope, Configuration & Change:  The ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed.

  • Supplier & Subcontractor:  The ability to identify, select, direct and manage subcontract and supply chain elements of the program in a manner that supports program goals and company strategy.

  • Fixed Price contracting and change management.

Salary Range: $138,100.00 - $227,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
