Hitachi Rail is looking for an enthusiastic self-motivated HSE Advisor who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Manila, Philippines.

Contribute to influence positive attitudes and behaviours that foster a positive safety culture and ensure leadership of continuous improvement in HSE, performance reporting and implementation and effectiveness of IT tools in the project. Support the HSE Manager to implement HSE requirements for the project office.

Ensure that processes are in place to ensure the project fulfils its reporting compliance obligations, produce data that influences business decision-making.

Main Responsibilities

HSE Advisor and Administration

  • Collate and ensure the integrity and timely data collection and statistical reporting of HSE and Sustainability data and records
  • Undertake performance trend analysis, tracking and follow up against KPI's and systems
  • Support dashboard creation and management in the HSE reporting tool
  • Compile weekly, monthly and quarterly reports of various HSE performance data as required
  • Support the project HSE team and acting as the key regional point of contact for day-to-day queries, HSE performance statistics
  • Manage HSE activity schedules
  • Ensure all incidents are reported and recorded in accordance with requirements
  • Advise, coach and train personnel on aspects of HSE reporting, including HSE tools
  • Advise personnel of upcoming and overdue HSE related actions and activities
  • Coordinate with project/ site administrators and others that organise HSE training to ensure records are being systematically maintained and monitored
  • Process and monitor purchase requisitions and orders as required
  • Perform clerical duties such as filing, record scanning, minute taker, collating and production of documentation for outgoing correspondence
  • Conduct audits of project operations, the HSE Management System and its implementation for compliance and continuous improvement.
  • Assist with the implementation of control measures to address HSE risk and ensure monitoring and reviews for effectiveness is undertaken.
  • Facilitate the communication and consultation of necessary HSE information/ lessons learned, across all sites in the project.
  • Other HSE Advisor and related administrative tasks as required

Other HSE requirements

  • Support the delivery of HSE and Wellbeing initiatives and events
  • Conduct HSE Performance Measure Reviews (Workplace Inspections, Observations and Internal Audits) and prepare reports outlining potential risks and areas of improvement
  • Implement the HSE system on the project
  • Ensure site HSE management plans and risk register is current
  • Undertake and coordinate HSE related activities for the project office eg inductions, ergonomic assessments, inspections, drills, etc.
  • Maintain office related HSE records and registers
  • Conduct HSE investigations
  • Assist with the injury management and rehabilitation process
  • Other HSE related tasks as required

Activities and Tasks

  • Travel to permanent and project sites to conduct related HSE activities
  • Advise and instruct workers and other identified personnel about reporting responsibility to undertake their roles more effectively
  • Maintain a high level of confidentiality and discretion in the handling of a range of sensitive information
  • Support the communication and consultation of necessary HSE information/ lessons learned
  • Work will be office based and onsite involving computer use and driving
  • Assist in all team tasks and any other identified tasks assigned that may arise as required

Key Skills & Experience

It is our expectation that successful applicants should be able to demonstrate the experience and skills listed below:

  • Previous experience working as a HSE Advisor or in a HSE Administration role
  • Good computer literacy, excellent attention to detail, have an enquiring mind and have a strong desire for continuous improvement
  • Technical understanding of Power BI and other analytical programs desirable
  • An understanding of health and safety management systems, basic HSE terminology, data and measurement indicators and regulatory requirements
  • Experience in data retrieval, collection, compilation and reporting using HSE management and reporting systems desirable
  • Good interpersonal skills including network-building, problem solving and the ability to work with people at all levels of an organisation
  • Have a commitment to work as part of a team within the HSE department and collaborate with other support functions
  • Have experience in meeting deadlines and working alone and as part of a team to achieve targeted goals
  • Strong analytical and communication skills (oral and written).
  • Good written and spoken English language proficiency
