About This Opportunity 

The ICT Procurement Specialist leads assigned ICT categories, managing strategic sourcing, category planning, procurement, and contract management. They provide procurement advice, support in ICT procurement plans, tender development, and ensure processes align with university policies. This position reports to the Senior ICT Procurement Manager. Whilst the position does not have direct reports, the role acts as a category manager for specific ICT areas as directed and collaborates with stakeholders and external suppliers.

Key responsibilities will include:

  • Develop, implement, and review ICT procurement sourcing strategies and policies, through spend analysis, demand analysis, market analysis and facilitate stakeholder engagement for one or more specific ICT categories.

  • Publish ICT sourcing events through UQ’s approved tendering platform and contribute effectively to all aspects of ICT procurement including procurement plans, specification / tender development, management, monitoring, and evaluation.

  • Independently prepare ICT procurement contracts based on UQ’s specifications and approved template terms and manage the execution of ICT contracts.

  • Contribute effectively to all aspects of ICT contracting and where appropriate lead, supplier negotiations, including commercial and liaise with UQ Legal Services in relation to identified legal risks associated with ICT procurement activities.

  • Provide ICT Procurement service and advice to UQ procurement stakeholders in a relevant, timely and accurate manner on matters relating to UQ’s procurement policy and procedures, including those relating to the ICT category.

  • Adopt and promote UQ cyber security practices & ensure compliance with UQ’s Cyber Security Policy and procedures.

As this role is covered by an Enterprise Agreement, you will also receive regular remuneration increases (2%) – at least once a year.

About You

You will be a motivated and experienced ICT sourcing professional with knowledge of ICT markets, a track record of well governed procurement projects, ability to work collaboratively with ICT stakeholders and effective commercial negotiation techniques to deliver value for money outcome.

Essential

  • A degree (preferably in Information Technology, Law, Commerce or Business) with subsequent relevant experience working in or supporting a large IT department; or extensive experience and specialist expertise in ICT Procurement for large organisations; or an equivalent combination of relevant experience and/or education/training.

  • Knowledge of procurement policy and procedures as they apply to ICT procurement in a large public sector or commercial organisation.

  • Demonstrated experience and references leading and advising on significant ICT procurement sourcing activities from planning, risk management, and development of tender documentation through to vendor negotiation and contract delivery.

  • Excellent interpersonal, written, and verbal communication skills, including demonstrated negotiation abilities, with experience in consulting with and influencing stakeholders to deliver outcomes within a large environment, preferably at a university.

  • High level analytical skills and ability sufficient to assess problems, articulate trends and strategies based on that analysis, and propose appropriate solutions and provide concise reports against indicators for management.

  • A proven ability to be highly organised and self-managing, with the ability to meet tight deadlines, manage conflicting priorities and set realistic goals with minimal supervision or direction.

Desirable

  • Sound knowledge of the University’s policies, procedures and documentation, or the ability to acquire this knowledge rapidly.

  • Knowledge and understanding of current State Government legislation with regards to procurement, or the ability to acquire this knowledge rapidly.

  • Procurement related qualification(s) (e.g. Level 3 procurement training, CIPSA accreditation)
