The Scheduler is responsible for developing, maintaining, updating and monitoring both individual and the integrated master schedule for the project initiatives on the WIFA Long Term Water Augmentation Fund Project. This role ensures that design, permitting, construction, environmental, and commissioning activities are properly sequenced, resourced, tracked, and reported across all project segments, including regular revisions and updates.

The Scheduler plays a critical role in supporting the successful planning and execution of multiple water infrastructure feasibility initiatives. Working closely with the Project Director, Deputy Project Manager, Design Manager, Construction Managers, Technical Leads, and internal/external partners, this role is responsible for developing, maintaining, and continuously optimizing integrated project schedules across the various workstreams.

The Scheduler will ensure schedule integrity through disciplined controls, clear logic sequencing, and accurate progress tracking, while proactively identifying critical path impacts, constraints, and schedule-driven risks. This position also supports scenario analysis and mitigation planning to maintain alignment with client requirements, regulatory timelines, funding milestones, and overall program delivery objectives. Through consistent reporting and coordination, the Scheduler provides leadership with clear visibility into schedule performance and risk exposure, enabling informed decision-making throughout the feasibility and subsequent project phases as well as providing the necessary updates to ensure full compliance with the corresponding contact expectations on schedule deliverables.

Job Description

Schedule Development & Management

  • Develop, update, and maintain the individual and Integrated Master Schedule (IMS) covering design, environmental/permitting, procurement, construction, commissioning, and turnover activities.

  • Build detailed work‑breakdown structures (WBS), logic sequences, and activity coding aligned with project governance and in coordination with various stakeholders.

  • Integrate schedules from subcontractors, design partners, and other teams into individual and a unified project schedule.

  • Establish baseline schedules and track performance against baseline metrics.

  • Develop all schedule reporting documentation as required to successfully progress the project in accordance with contract requirements and company expectations.

Progress Tracking & Reporting

  • Monitor progress on a weekly and monthly basis, updating activity status, percent complete, and resource usage.

  • Prepare schedule reports for internal leadership, client presentations, and executive governance reviews.

  • Identify deviations, slippages, critical path impacts, and near‑critical activities.

  • Provide early warning analysis and recommend recovery or mitigation actions.

  • Thorough understanding of project schedules to report on (internally and externally) and explain the details contained within such schedules, including changes.

Coordination With Project Teams

  • Coordinate regularly with design and other teams to capture evolving design release schedules, engineering deliverables, and long‑lead procurement needs.

  • Work with construction managers to reflect site conditions, mobilization sequences, and field execution constraints.

  • Align scheduling inputs with environmental & permitting teams to incorporate statutory review timelines and regulatory milestones.

  • Coordinate with other teams and resources as needed to capture all key tasks from each initiative.

  • Ensure all workstreams (design, construction, interfaces) are synchronized within the schedules.

Risk Identification & Mitigation

  • Conduct schedule risk assessments, scenario modeling (what‑if analyses), and contingency planning.

  • Identify schedule threats related to interfaces, permitting, design revisions, long‑lead items, or subcontractor performance.

  • Propose mitigation and acceleration strategies when needed to maintain milestone commitments.

Client & Stakeholder Reporting

  • Produce high‑quality schedule deliverables in the formats required by the company, WIFA and partner organizations.

  • Participate in client progress meetings and provide schedule explanations, variance analyses, and forecasts.

  • Support preparation of schedule content for monthly reports, presentations, and oversight committee briefings.

Controls, Systems & Compliance

  • Ensure scheduling practices comply with Acciona and WIFA project controls standards.

  • Maintain the record system for the schedule.

  • Support integration of schedule data with cost, earned value, and risk management systems.

  • Maintain schedule documentation, change logs, assumptions registers, and coding structures.

Required Skills and Competencies

  • Bachelor’s Degree in Engineering, Construction Management, Project Management, Project Controls, or related field.

  • 5+ years of experience in project scheduling for major infrastructure, water, energy, or heavy civil projects.

  • Proficiency in Primavera, MS Project or equivalent scheduling tool.

  • Demonstrated ability to manage complex multi‑phase schedules with numerous stakeholders.

  • Strong analytical, organizational, and communication skills.

  • Experience in water supply, water treatment, conveyance pipelines, or similar large‑scale infrastructure.

  • Experience with DB, DBFOM, EPC, or multi‑partner consortium projects preferred.

  • Familiarity with Arizona regulatory processes and environmental/permitting timelines preferred.

  • Experience coordinating multi‑country or cross‑border workstreams preferred.

  • Certifications such as PSP (Project Scheduling Professional) or PMI‑SP strongly preferred.
