JOB SUMMARY

Job Profile Summary

Ensure compliance with local, state and federal air quality regulations for assigned area or assets.  Review regulations to ascertain required permitting and/or compliance reporting requirements and compile/submit air permits and any compliance reports as dictated by local, state or federal regulatory agencies.  Review proposed operational changes, modifications or installations to ensure compliance with all applicable air regulations.

Essential Functions and Responsibilities

  • Review and understand all existing applicable federal, state, and local air regulations that apply to ONEOK’s refined product and crude assets.
  • Research and review all relevant proposed federal, state and local air regulations for applicability to ONEOK’s refined product and crude assets and communicate with management and affected stakeholders to ensure future compliance with changing air regulations.
  • Review and understand all air permit requirements and company policies that apply to ONEOK’s refined product and crude assets.
  • Develops, fosters and maintains a good working relationship with applicable regulatory agencies to ensure that accurate and flexible permits are obtained and as required, to ensure continued compliance is maintained for all of ONEOK’s refined product and crude assets.
  • Ensure all regulatory and air permit requirements are communicated to internal business groups (i.e., Operations, Commercial, Technical Services) and all applicable external agencies regarding specific environmental issues/matters.
  • Compile all data required to complete periodic reports for submittal to regulatory agencies or for required records to demonstrate compliance with applicable regulations and permits. Including but not limited to annual emissions inventories, semi-annual and annual compliance reports, rolling 12-month rolling emissions and throughput reports, monitoring data, etc.
  • Maintain all required compliance tasks in ONEOK’s Compliance Management System (CMS)
  • Manage Non-Compliance Issues once identified/confirmed by making all internal and external notifications within the required time-frames and reporting parameters.  Ensure all assigned tasks/corrective actions are completed per any compliance schedule.
  • Provide air permitting support for all commercial growth and operational change projects by gathering all information needed to complete required permit applications as needed.  This also includes negotiating with regulatory agency through permit issuance.
  • Complete all operating permit renewal applications as needed.
  • Participate in site audits and execution of improvement projects.
  • Attend regulatory inspections and meetings as needed.
  • Attend on-site compliance reviews annually or as needed.
  • Attend all internal and external training as required.

Education

  • Bachelor's Degree B.S. Chemical Engineering, B.S. Environmental Science, or other related environmental or engineering degree

Work Experience

  • 5 or more years related work experience preferred

Knowledge, Skills and Abilities

  • Knowledge of: state and federal environmental regulations and standards and their applicability to operations.
  • Ability to: analyze, research, compile, and prepare permit applications, logs, reports, and correspondence and company responses to agency requests.
  • Ability to: evaluate, research, and interpret governmental regulations, equipment performance manuals, regulatory agency guidance and instructions, reports, correspondence, and company policies and procedures.
  • Ability to: pay attention to details.
  • Ability to: apply math, algebraic formulas, and statistics.
  • Ability to: interact, advise and communicate effectively, exchange information/provide instructions, conduct verbal presentations.
  • Ability to: develop communications utilizing fundamental technical writing skills.

  • Ability to: utilize office equipment including computers and applicable job related software, including Microsoft Office tools.
  • Ability to: operate relevant tools/equipment.
  • Ability to: conduct work in an elevated lift or other elevated locations.
