Job Description:

* 天津市政策深度研判：负责独立、深度地追踪、研究、解读天津市与国家联采办的核心政策与改革动向（如医保医疗服务项目/耗材目录、支付方式改革DRG/DIP、集中带量采购、价格管理等），并系统分析其对公司业务与战略的潜在影响，形成前瞻性的内部分析报告与决策建议。
* 天津市政策沟通与关系维护：作为公司代表，直接负责建立并维护与天津市业务主管部门的高效、专业沟通渠道，准确传达公司立场，有效推动解决关键政策议题。
* 准入策略制定与推动：基于对政策的深刻理解，协同各业务单元（BU），主导制定公司在业务负责区域的市场准入核心策略与具体行动方案，并积极协调内部资源，独立推动关键策略的落地与执行，对结果负责。
* 外部生态洞察与合作：主动开拓并管理与天津市行业协会、智库及专家的合作关系，通过外部合作获取深度信息与前瞻洞察，塑造有利于公司的政策讨论环境，提升公司的行业影响力。
* 内部赋能与协同：向相关协作部门提供精准、及时的政策培训、解读与风险预警，提升组织的整体政策应对能力。作为政策枢纽，高效协同跨部门工作，确保信息与策略的顺畅对接。
