Job Description

Basic Purpose

Assists Commandant of Cadets with program development, administration and oversight of staff and students for the Oklahoma Job Challenge Program, a voluntary 22-week residential, quasi-military program for at-risk youth ages 17-21.

Typical Functions

  • Responsible to the Commandant of Cadets (COC) for accountability, control, security and overall well-being of cadet corps.
  • Under supervision of the COC plans, organizes, and coordinates the required activities of the Program students for a 75-bed program.
  • Serves as the Operations Manager of the Residential Advisor(RA) section in the absence of the COC.
  • Supervises up to 25 operations department personnel and is responsible for personnel management in the department
  • Provides day to day oversight, direction, and guidance to RA staff and ensures positive, constructive and open communication is employed at all times
  • Organization and management of subordinate duty rosters including compensatory and annual leave
  • Plans training and activities for RA staff and students; executes published training events on time and to standard.
  • Supervise completion of the daily training schedule
  • Develops community resources for student and program enhancement
  • Provide guidance and counseling to subordinate staff to assure proper supervision of students
  • Manage student discipline system
  • Make recommendations to the COC concerning program needs and Standard operating procedure revisions
  • Conduct staff meetings to provide information about program policies and changes

Level Descriptor

At this level employees are assigned responsibilities, which are limited in size or scope involving the supervision, direction, management, coordination, or implementation of various programs or functions within an agency.

Education and Experience

A Bachelor’s (BA/BS) degree and/or 4 years equivalent experience with youth program management. Senior military leadership experience preferred (NCO or Officer). Experience in operating, managing an organization. Experience working with youth required; Examples include working directly with at-risk youth, or related experience such as youth services, coaching, military, education or law enforcement.   

Knowledge, Skills, Abilities and Competencies

Knowledge of youth counseling techniques, human behavior identification, crisis intervention and deviant behavior; methods and techniques to promote physical health, skills, and self-esteem. Computer based skills to work on internet as needed. Must be fluent in the use of Microsoft Word and Excel software programs to efficiently complete written communications and reports

Special Requirements

Licenses/Certificates required:   Possession of or ability to obtain a CDL permit within 90 days of employment and the official Commercial Driver License with passenger endorsement within one year of hire date.

Physical Requirements:  Ability to guide, lead and instruct physical training to include road marches, calisthenics, strength, and endurance training. Must be able to lift/carry a minimum of 15 pounds. Some evening and weekend hours are required. Ability to withstand extreme temperatures and standing for long periods.

  • Must maintain a valid driver’s license and obtain a CDL license within 12 months of hire
