SUMMARY
This position provides procurement and contracting expertise, consultation, and oversight in support of procurement needs and requirements for Charlotte Water while ensuring application and compliance with state and local guidelines, policies, and statutes to ensure the timely completion of assigned procurements. This position requires in-depth knowledge and hands-on experience with all phases of governmental purchasing, contracting, accounting, and reporting. Work also involves partnering with the department’s Business Diversity Team to establish Minority, Women, and Small Business Enterprise (MWSBE) goals for projects, assisting customers with Requests for Council Action, and communicating regularly with customers, vendors, project managers, and other city departments.
The salary for this position is $69,852.60/yr. - $77,613.99/ yr. Commensurate with experience
ESSENTIAL JOB FUNCTIONS:
Develops construction and architectural, engineering, and surveying solicitations, conducts bid phase services including, but not limited to, conducting pre-bid meetings and bid openings, facilitating selection meetings issuing addenda, developing bid tabulations and bid analyses, and developing recommendations of award.
Ensures all procurement activities are coordinated with Charlotte Business INClusion requirements to ensure inclusion of MWSBE vendors and supports compliance initiatives, strategic forecasting, and effective communication of opportunities.
Responsible for reporting assistance and data analysis including, but not limited to, procurement needs projections, and transaction reviews.
Drafts contracts, amendments, change orders and renewals and all related negotiating.
Provides strategic consultation and procurement support to all levels of the organization to facilitate procurement and contracting activities, provide project planning services, facilitation of scope development, spend analysis, and market research.
Develops and maintains professional relationships with all customers from leadership to end users, and other departments including Charlotte Business INClusion, the City Attorney’s Office, and Risk Management.
Provides senior level procurement and contracting expertise and consultation in support of all procurement needs and requirements for all divisions.
Performs all procurement efforts in compliance with state statutes, city policies, and best practices.
Performs procurement functions within enterprise-wide resource management and departmental systems.
Performs contract administration, monitoring, and compliance-related activities for contracts assigned.
Represents the City in dispute resolutions and works to ensure a strong contractually-guided professional business relationship with all vendors and subconsultants.
Assists with procurement initiatives, special projects, and other tasks as needed.
MINIMUM QUALIFICATIONS TO PERFORM WORK:
Bachelor’s degree from an accredited school
Three (3) years of directly related work experience.
Licenses, Certifications or Registrations:
Requires a valid driver’s license.
Preferred Certifications:
CLGPO, C.P.M., CPPO, CPPB certifications preferred.

Excellent analytical skills with ability to problem solve
Considerable skill in researching and preparing highly complex specifications, solicitations and contract documents.
Considerable skill in negotiating contracts.
Working skill in project management.
Working skill with computers, including automated purchasing systems and common office software and productivity tools.

PHYSICAL DEMANDS:
The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: handling, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity in making observations, and walking.
WORK ENVIRONMENT:
Work is performed in a work environment that may periodically have unpredicted requirements or demands.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
