College Title IX and Title VI Coordinator

The College Title IX Coordinator, reporting to the Senior Vice President for Legal and Public Affairs, is responsible for leading the College’s efforts to develop, implement, and monitor policies in compliance with state and federal laws and regulations regarding Title IX, the Violence Against Women Act, Campus SaVE Act, Title VI, and other relevant legislation and Office of Civil Rights directives. Responsibilities include monitoring and enforcing the College’s Equal Opportunity, Non-Discrimination, and Harassment policy, which includes its sexual misconduct policies; coordinating the prompt, effective, and equitable investigation and timely resolution of complaints; and providing guidance and support to the College’s statewide team of Deputy Title IX Coordinators (“Campus Title IX Coordinators”) and HR and student affairs professionals who have responsibilities related to discrimination and harassment complaints. The College Title IX Coordinator also leads education, training, prevention, and awareness efforts for students, faculty, staff, and visitors.

This position will play an important role in risk management by developing, updating and implementing system-wide policies, processes, and structures to ensure compliance with evolving laws and regulations.

MAJOR RESPONSIBILITIES:

  • Serve as Title IX Coordinator as required by current and future Title IX regulations.

  • Serve as Title VI Coordinator, ensuring the College’s compliance with Title VI regulations.

  • Oversee the administration of Title IX complaint and hearing procedures and coordination of supportive measures for Complainants and Respondents.

  • Support and collaborate with a statewide team of Deputy Title IX Coordinators, ensuring each campus’ compliance with Title IX, including overseeing provision of resources and accommodations to pregnant and parenting students as required by law.

  • Work closely with Deputy Title IX Coordinators to identify heightened risks on individual campuses and implement tailored solutions to mitigate those risks.

  • Develop, implement, update, and serve as principal coordinator of policies, procedures, and programs related to Title IX, Violence Against Women Act, Campus SaVE Act, Title VI, and other relevant legislation and Office of Civil Rights directives. Ensure all policies comply with both Indiana and federal laws and regulations.

  • Develop, implement, and oversee a statewide intake and investigative process for complaints of discrimination and harassment based on a protected class by ensuring that it is prompt, effective, and equitable.

  • Develop, implement, and oversee a statewide case management process (including intake, referral, communication, and ongoing support) in addressing complaints, including record keeping of intakes, referrals, appointment and supervision of investigators, overseeing efforts involving the investigation and hearing, and timely notice and communication with complainants, respondents, and other parties.

  • Coordinate the planning and delivery of training programs for students and employees related to issues of non-discrimination in education, Title IX, Title VI, VAWA, prevention of sexual harassment and other forms of sexual misconduct, and all other training relevant to the position’s responsibilities. Maintain federally compliant training logs for all personnel engaged as investigators or hearing panel members for Title IX matters.

  • Advise and collaborate with appropriate stakeholders, including the President, President’s Cabinet, campus chancellors, Human Resources, Academic Affairs, and the Office of Legal Affairs, on the status of initiatives, compliance, pending matters, challenges, and resource needs. Work closely with College leadership to understand what current and future College initiatives may implicate Title IX and Title VI and ensure those initiatives remain in compliance.

  • Ensure that required notices of nondiscrimination are consistently and appropriately posted in bulletins, announcements, publications, catalogs, application forms and recruitment materials distributed to students, employees, visitors, and applicants for admission or employment.

  • Ensure the institution maintains accurate files of all complaints and other records regarding institutional compliance with assigned duties. Review and synthesize data and prepare reports related to assigned projects and/or responsibility area including state and federally mandated reports.

  • Ensure that the College’s webpages regarding Title IX, Title VI, and student complaints of discrimination and harassment are regularly updated to provide current and helpful resources and information. 

  • Ensure that the College community is sufficiently aware and knowledgeable of the Title IX Coordinator and how to contact the individual both during and after regularly scheduled work hours in case of an emergency.

  • Conduct periodic review and update of all educational and training materials and effectiveness of such materials.

EDUCATION AND EXPERIENCE: 

REQUIRED:

  • A bachelor’s degree in a relevant discipline.

  • A minimum of three (3) years of professional experience in Civil Rights, Civil Rights compliance, litigation, Title IX, student affairs, or higher education.

  • Strong communication skills, both verbal and analytical writing.

  • Knowledge of state and federal equal opportunity and non-discrimination laws and regulations, including Title IX, Title VI, VAWA, Campus SaVE Act, Clery Act, and other applicable laws and regulations regarding discrimination, harassment, and sexual misconduct.

  • Experience working with highly confidential information and addressing the needs of a diverse community on sensitive topics.

  • Ability to determine, apply, and explain the appropriate legal standard in assessing and investigating allegations of discrimination, harassment, or retaliation.

  • Must demonstrate ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students and employees and which every individual feels respected and valued. 

PREFERRED:

  • Experience as a Title IX Coordinator.

  • Juris Doctor degree.

  • Demonstrated success in supervising or leading a team.

  • Administrative experience in higher education, nonprofit, or public sector organizations which include successful development and implementation of educational and training programs.

  • Strong presentation and facilitation skills.

  • Experience using Maxient software system.

  • Professional experience conducting investigations in a higher education, non-profit, or other relevant setting.
