JOB SUMMARY
Job Profile Summary
Organize, schedule and direct the maintenance and repair activities at (local and/or remote) refined and/or crude products pipeline terminal(s) and/or pipeline facilities for assigned area. Ensure company business objectives are met. Oversee and manage the following areas: pipeline, terminal and station maintenance (including electrical, mechanical, instrument, measurement and communication equipment), project work, damage prevention (if applicable) environmental and regulatory compliance, company policy compliance, employee training and safety and cost management.
Essential Functions and Responsibilities
Compliance to the OMS/System Integrity Plan
Lead the work group in full compliance with the OMS/System Integrity Plan. Identify and correct areas of non-compliance. Develop and execute methods and processes for developing the knowledge and culture of the work group to ensure full and continuous compliance with the OMS/System Integrity Plan. Create and champion a safety culture.
Leadership
Lead the work group with a focus on system-wide solutions. Communicate often with direct reports to ensure understanding of expectations. Complete employee performance appraisals. Support, coach and develop employees, inclusive of competency and progression assessment. Communicate often with direct reports to ensure understanding of expectations, what success looks like and grow their capabilities.
Procedural/Process Discipline
Consistently follow all established operating standards, processes, policies, procedures, and the collective bargaining agreement (if applicable). Mentor and counsel employees and discipline employees as necessary.
Performance Metrics/Operational Excellence
Effectively manage performance regarding equipment reliability, accurate product measurement, inventory management, rack/dock reliability (if applicable), damage prevention (if applicable) and within established standards. Identify, evaluate and develop opportunities to improve the efficiency and effectiveness of operations, assets and established work practices. Periodically assess organizational needs, capabilities and workloads and make necessary adjustments.
Cost Management
Accurately forecast expenses and meet or under-spend operating expense plan. Manage overtime expenses. Manage plans and expenditures to meet budgetary commitments. Review andapprove expenditure requests. Produce budget variance reports and forecasts when requested. Assist in developing annual expense and capital budgets.
Develop and foster relationships and partner with internal functional groups (e.g., Pipeline Integrity, Facility Integrity, Commercial, Human Resources, Training, Quality Control, etc.) and external agencies (LEPCs, PHMSA, EPA, etc.) to accomplish projects or goals.
Supervisory Standards
Provides leadership and supervises employees within span of control; coordinates department activities and assignments; ensures quality of subordinates' work; evaluates department processes and recommends and coordinates needed changes based on process analysis; makes decisions, solves problems; develops procedures, conducts meetings, manages employee hiring process, manages team performance; trains or provides for adequate training for employees; coaches, counsels, and motivates employees; addresses complaints or performance concerns; communicates job and performance expectations; implements corrective action as needed and in consultation with Human Resources; creates an ethical, non-discriminatory, and safe work environment; ensures compliance with Company policies; establishes effective communication lines/methods; manages conflict; accepts resignations; approves paid time off (PTO) and overtime (if applicable) and reviews and approves time sheets; completes annual performance evaluations with employees and provides periodic performance feedback throughout the year as needed
Education
High School diploma required
Bachelor's degree preferred
Work Experience
At least 8 years' experience in the operation/maintenance of terminals or pipelines is preferred
Knowledge, Skills and Abilities
Knowledge of: and understanding of instrumentation, electrical, and process control equipment and systems
Knowledge of: piping, valves, pressure relief devices, and related mechanical integrity inspections
Knowledge of: use and function of computers and applicable spreadsheet and word processing software such as Microsoft Excel and Word
Ability to: apply of basic math and algebraic formulas
Knowledge of: company/governmental operating and safety procedures, emergency response procedures, budgeting and cost management, and maintenance work management systems
Ability to: interact, advice, and communicate effectively
Ability to: train, direct, and/or supervise; working knowledge of personnel policies and procedures
Ability to: compile and prepare reports, recommendations, and correspondence
Ability to: read and interpret manuals, policies, procedures, permits, governmental regulations, construction drawings and maps, contractor quotes, compressor set-up sheets, reports, and correspondence
Ability to: communicate and/or exchange verbal and written information and instructions; conduct oral presentation
