About the Position

Dexis is looking to build a roster of qualified consultants with significant experience leading and/or serving as senior members of research/evaluation teams studying democracy, rights, and governance topics for and with USAID. These consultants may be contacted on an as-needed basis for ongoing USAID opportunities as part of the DRG LER III activity, of which Dexis is a consortium member. The DRG LER III contract has three objectives: 

  • Learning, evaluation, and research needs of USAID’s global DRG cadre and other stakeholders are met using best fit methodologies and in time to inform decision-making about DRG foreign assistance; 
  • A technical evidence base regarding what works and does not work in DRG programming is generated, expanded, and effectively communicated; 
  • Evaluations and research lead to learning that is used and applied by USAID staff and partners. In order to achieve this objective, the Activity will support the DRG Center’s efforts to disseminate and ensure utilization of the new learnings identified throughout the Activity.

Responsibilities

  • Serve as SME on USAID evaluations, assessments, research, learning activities, technical assistance, or other programmatic support.  
  • Support Evaluation Team Leads and other team members by providing DRG technical expertise.  
  • Help ensure technical quality of products and final deliverables. 
  • Ensure that evaluation or methodological approaches accurately consider the local DRG context. 
  • Contribute to data collection and fieldwork activities; oversee team members and adhere to design standards, protocols, and quality standards. 
  • Ensure compliance and adherence to USAID ADS, DRG Policies, and general best practices. 
  • Support recommendations, findings, and conclusions, and author draft and final reports. Present as necessary to USAID and disseminate to USAID and stakeholders.  

Qualifications 

  • A Ph.D. and 10 years of minimum relevant technical experience; 
  • Or an equivalent combination of education and relevant experience (i.e., minimum 14 years plus Master’s degree) 
  • Advanced degree in democracy, rights, and governance or a related field. 
  • Recent experience supporting or participating USAID DRG programming, bringing an understanding of USAID as a client. 
  • Technical expertise in democracy and governance sectors (to be determined by individual taskings) in the international development sector. 
  • Possess excellent English oral and written communication skills and the ability to translate highly technical research for a practitioner audience;  
  • Have proven experience using both qualitative and quantitative research methods; 
  • A commitment to valuing diversity and contributing to an inclusive work and learning environment.
