Boeing Test & Evaluation (BT&E) is seeking Lead Test and Evaluation Engineers (LTEE) in support of Commercial and Government Satellite Systems programs in El Segundo, California. Our site is home to Boeing's satellite business portfolio where we design and sell communications satellites and payloads for telecommunications, broadband, scientific and environmental applications. This is home of the world’s largest dedicated satellite factory with over 1 million square feet of integration and test facilities. Boeing satellites reliably deliver digital communications, mobile communications, broadband internet connectivity, streaming entertainment, and direct-to-home entertainment around the world.
This position offers a unique opportunity to lead teams working complex technical challenges in support of satellite communications programs. Lead Test and Evaluation Engineers perform as the systems engineering authority for test, and will interact with other engineering disciplines and subsystem experts including GN&C, T&C, Propulsion, RF & Digital Payload, mechanical engineering, and specialty engineering and capabilities such as our environmental test labs. In addition, this position requires an individual with excellent technical, communication, relationship-building skills, and systems engineering thinking. This role will support Government and Commercial programs.
The LTEE role is highly non-recurring, and the primary duty is to lead the Verification and Validation planning and compliance on a given space vehicle product line. The effort ranges from the initial contract acceptance, design reviews, integration of subsystems, all phases of system level test, and through launch site. The LTEE is expected to have constant awareness of the space vehicle product line (vehicle configurations, schedules, test execution) during the entire lifecycle and is also vital in influencing a successful test program.
The LTEE works closely with Systems Engineering and the Space Vehicle Test Directors across a program or product line to ensure rigorous test phase readiness. Safety of personnel, space vehicle, procedures and factory equipment interfaces are absolutely critical for the LTEE to factor into all aspects of the test program. The LTEE is the technical authority for Test Readiness Reviews (Test Readiness – TRR; Design Reviews, Integration Readiness - IRR) and Post Test Reviews (PTR). As a leader, the LTEE will ensure coaching, training, and mentoring of their peers and team members is part of their daily operating rhythm.
This position is primarily 1st shift; however, various shifts, nights, weekends and alternate shifts may be required to support program objectives.
Some travel (~10%) may be required to space vehicle launch sites across the world.
Our Team is currently hiring for a broad range of experience levels including; Mid-Level, Lead, and Senior level Lead Test and Evaluation Engineers (LTEE).
Position Responsibilities:
Plans Verification and Validation across BT&E and Systems Engineering
Implements DFMAT spacecraft/system requirements to support ease of test
Partners with System Engineering (SE) to develop Test & Special Test Equipment (STE) requirements
Develops I&T flow/CONOPS (test plans and architecture)
Works with Test procedure development stakeholders
Drives readiness, opportunity capture, risk definition, and initiatives
Works as a System Engineering and Program counterpart for BT&E
Technical autrhority for tests readiness reviews, guides preparation, content and compliance
Resolves or oversees resolution of off-nominal test data through formal RCCA and AAR efforts
Provides guidance on investigation of complex test anomalies
Represents BT&E for test impacts - Program Engineering Review Board (ERB) & Database Change Request (DCR)
Addresses test impacts across programs and space vehicles- BT&E Product line
Addresses Post-Test lessons learned – capturing, addressing, and closure
Leads and owns the development of the integrated test strategy, test architecture and test methodology process and governance
Ensures integrated test programs (end to end)
Identifies and removes unnecessary complexity and risks to integration and test execution
Determines design, functional, and performance testability criteria
Assists in program trade studies; affordability efforts; model and simulation activities
Performs System Engineering from a test perspective
Participates as the core member for Mission Assurance, IRTs, Non-Advocate Reviews, etc.; and supporting enterprise PCAB/CAPA
Oversees the integration of new test techniques into test hardware/system designs
Analyzes processes for potential improvements and recommends associated changes through the use of metrics
Advises, assists, and influences Test Directors
Supports the Chief Test and Evaluation Engineer in related efforts
Position Accountabilities:
Establishes a consolidated life cycle test strategy by: (a) leading and owning the development of the integrated test strategy, test architecture and test methodology process and governance; (b) ensuring end to end, integrated test programs; and (c) synthesizing integration and test flows
Takes ownership of test strategy implementation by: (a) assisting in developing Integration, Verification and Validation Planning standards (SITP, STVP, or equivalents) and (b) assisting in developing standardized Verification and Validation approaches and associated requirements
Leads the development of test architecture by: (a) identifying unnecessary complexity and risks to integration and test execution; (b) determining design, functional and performance testability criteria; (c) assisting in program trade studies; affordability efforts; model and simulation activities; (d) reviewing requirements from a T&E perspective as they are developed; (e) performing SE from a T&E perspective; (f) T&E Risk Management; (g) translating and synthesizing Test As You Fly/Operate Philosophy into test programs; (h) leveraging best practices and technology from across the enterprise and/or from industry; and (i) defining and flowing program test requirements
Facilitates cross domain knowledge by: (a) facilitating cross domain knowledge and cross function collaboration; (b) coordinating Lead V&V Engineers across programs on processes, standards, quality, fidelity, etc. and (c) understanding various disciplines within scope of test
Maintains visibility and governance for Enterprise test development by: (a) assisting in enterprise and program trade studies; affordability efforts; model and simulation activities; (b) developing and maintaining Master Test Plan standards; (c) inputs to the BT&E Technology Roadmap; (d) defining and implementing test standards, quality, metrics, performance; (d) may participate as a member for Mission Assurance, IRTs, Non-Advocate Reviews, etc.; and supporting enterprise PCAB/CAPA
Ensures consistency throughout life of program by: (a) maintaining visibility and governance into test development on programs; (b) developing and maintaining Test Requirements Documents (TRD) or equivalent documents on programs; and participating as the core member at Technical, Gate Reviews
Leads others in the development of standard test methods and processes and applies advanced test technologies to create or improve test methods, including the use of emerging technologies
Applies emerging technologies to develop test procedure CONOPS
Reviews critical procedures to identify potential problems and resolve issues
Develops innovative or advanced test techniques, processes, methods, or concepts and links to business planning strategy
Oversees the integration of new test techniques into test hardware/system designs
Analyzes processes for potential improvements and recommends associated changes through the use of metrics
Develops the standard policies for post-test activity
Resolves or oversees resolution of special test procedures
Provides guidance on investigation of complex test anomalies
Works with the enterprise test and engineering group to standardize evaluation techniques
Consults on complex issues related to off-nominal test data
Formulates expectations for test data for new or unique tests
Designs research and develops highly advanced methods, processes and procedures that advance the test
Trains coaches and mentors others
Works under consultative direction and independently as required
This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team’s discretion and could potentially change in the future.
This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. A final Tier 5 (T5), formerly known as a Single Scope Background Investigation (SSBI) (U.S. Citizenship required) or requires candidate agreed to enter a Continuous Evaluation program is required Post-Start.
Basic Qualifications (Required Skills/Experience):
Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science
2+ years of experience in verification and validation of complex systems
2+ years of experience in test and evaluation engineering
Preferred Qualifications (Desired Skills/Experience):
5 or more years' related work experience or an equivalent combination of education and experience
Experience with leading Subsystem and System Level Test projects for large scale satellite or space programs
5+ years of experience leading complex T&E projects requiring V&V and SE skills
