Position Summary

Reporting to Managers/Supervisors, Operations this non-union position is responsible for the safe and efficient running of all winter operations, this includes directing union and non-union personnel as well as contractors in winter operations and ensuring safe winter roads and sidewalks.

Work Schedule

This is a non-union position that will include various schedules. Schedules will include days, afternoons, nights, weekends and holidays to adequately meet business and operational needs. The Coordinator, Winter Operations works on a standard 40-hour work week schedule on one of the below shifts:

  • Day: 8:00am – 4:00pm
  • Afternoon: 4:00pm – 12:00am
  • Nights: 12:00am – 8:00am

Based on workload and winter conditions to meet service level requirements overtime will be required, as needed. Winter Operations is critical as such requested time off will only be approved based on operational requirements. The period of employment will be: September 30, 2024 to April 18, 2025. Major Job Responsibilities

  • Synchronize assignment of full-time union staff and non-union seasonal staff, equipment and winter contractors for the safe and efficient operation of winter maintenance and activities
  • Responsible for the gathering of weather information, maintaining patrol records and winter activity logs per shift
  • Ability to interpret winter weather forecasts and implement appropriate action accordingly.
  • Ensure compliance with applicable legislation including the Highway Traffic Act, the Municipal Act (MMS), the Ontario Traffic Manual (Book 7) and Town policies and procedures
  • Promptly and efficiently respond to and resolve service requests, including those not related to winter conditions
  • Carry out all shift administrative duties as required
  • Approve regular maintenance and repairs to roads and parks
  • Ensure daily shift work schedules are completed
  • Order materials as required and needed in a timely fashion
  • Validate respective crew card information for both staff and contractors to ensure accuracy
  • Follow-up and ensure standards and quality of work from contractors are to Town standard
  • Comply with and enforce all Health & Safety practices as it relates to the work, standard operating guidelines and the Occupational Health and Safety Act
  • Maintain open communication with all staff, both union and non-union, clients and stakeholders to ensure efficient winter operations
  • Perform other duties as assigned in accordance with departmental objectives

Education & Experience

  • High School Diploma or any equivalent combination of training and or experience that provides the required knowledge and abilities
  • Minimum 1-3 years’ experience in a supervisory role in a municipal operations environment is preferred
  • Minimum 3 years municipal or highway heavy equipment experience
  • Previous dispatch/supervisory experience is an asset

Certifications and Designations

  • A valid Ontario Driver’s License with a clean driving record
  • A valid Class DZ License is considered an asset
  • Ontario Good Roads Association (OGRA) Snow School is an asset
  • Association of Ontario Roads Supervisors (AORS) – Associate Roads Supervisor designation is preferred

Additional Job Skills

  • Working knowledge of all aspects of Municipal Winter Operations including roads, sidewalks and parks maintenance as well as a full working knowledge of Minimum Maintenance Standards,O.Reg.239/02 & O.Reg.366/18 is required
  • Able to demonstrate solid decision making, be a team player and also have the ability to work independently
  • Ability to work in a high pressure/high demand environment with distractions and interruptions
  • Ability to manage and prioritize workloads and events in stressful situations
  • Demonstrated ability to clearly and concisely communicate with others and to project a professional and positive image of the Town
  • Demonstrated awareness/commitment to accessible, professional customer service
  • Proficient computer skills and familiarity with Microsoft Word, Excel, Outlook, GIS & AVL5
